      San Luis Obispo point person on stopping this project: California could be the site of the next oil train disaster, unless we take action now.Multinational oil company Phillips 66 is proposing to expand its San Luis Obispo County refinery to receive oil trains carrying explosive, toxic, and carbon intensive tar sands oil. If approved, more of these oil trains will begin rolling through California's communities, threatening schools, homes, community centers, and parks. Over 5 million California residents live in the oil train blast zone.The San Luis Obispo County Planning Commission and Board of Supervisors will make the final decision on this project, and they need to hear from us - residents of SLO County and other impacted California communities. EOPA is committed to solving the climate crisis, ensuring environmental justice, and protecting our lands and waters. We educate through value-based storytelling, training lawmakers, and connecting elected officials to inspire strong environmental leadership. Led by representatives from frontline communities and lawmakers who are veterans, EOPA has a consistent track record of successfully organizing elected officials to promote bold climate action. In New York, our network of more than a thousand lawmakers played a key role in banning fracking statewide and divesting the state from fossil fuels. In California, we organized more than 430 elected officials who helped prompt Governor Newsom to propose 3,200-foot safety setbacks from new oil and gas wells, and announce the end of fracking by 2024. At our nation’s capital, we organized veterans who are lawmakers from 50 states to secure permanent funding for the U.S. Land and Water Conservation Fund. These awards celebrate the City’s 12% reduction in greenhouse gas emission between 2005 to 2016 and statewide leadership in sustainability. “We are honored to be recognized for the community’s climate action successes,” said Sustainability Manager Chris Read. “We look forward to continuing our role as a municipal sustainability leader and aim to serve as an inspiration to other cities in our region and throughout California, as well.” The City’s recently adopted an updated Climate Action Plan which commits to one of the most ambitious greenhouse gas emissions reductions targets in the nation with a strong emphasis on economic recovery, local economic development, environmental justice, and quality of life. The plan builds on recent accomplishments including joining Central Coast Community Energy, the Clean Energy Choice for New Buildings Program, and improvements to City facilities including a large scale energy efficiency project at the water treatment plant, solar powered electric vehicle chargers at City Hall, and LED lighting retrofits at the 990 Palm parking garage. But thanks to a well-informed and active government, the coastal city is taking action now that will have positive implications for many generations.San Luis ObispoWhat brought SLO to our attention was an (almost) unanimous decision by the city council to change building codes so that future homes would have to be built “all-electric.” The benefits to this decision, for those unfamiliar with the concept, is that going forward, all buildings could be powered by renewable energy sources such as solar and wind, and break free from fossil fuel dependency.According to the New Times, SLO’s new code has three key components: “It requires mixed-fuel (natural gas) buildings to meet additional energy efficiency standards and be pre-wired for electric retrofitting; it introduces a “carbon offset program”—where a builder of a mixed-fuel building must complete an electric retrofit of an old building, or pay an in-lieu fee to the city to subsidize retrofits; and it mandates solar installations on nonresidential buildings.“It exempts commercial kitchens, additions, attached accessory dwelling units and essential public safety buildings (such as a fire station).”San Luis Obispo Mayor Heidi Harmon notes that the resolution is just one part of a larger plan for the city. “We’re pursuing one of the most-aggressive decarbonization plans in the country,” she says. “There are many more actions to come."
