This project had three components including an endline survey, an assessment of child labor related interventions, and the development of a data visualization tool to track child labor and hazardous child labor rates over… Show more In 2016, NORC was awarded a cooperative agreement by the U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) to implement the 2018/2019 Assessing Progress in Reducing Child Labor in Cocoa Production in Cocoa Growing Areas of Côte d’Ivoire and Ghana project. This project had three components including an endline survey, an assessment of child labor related interventions, and the development of a data visualization tool to track child labor and hazardous child labor rates over a 10-year time span.As part of the study, NORC administered 2,809 household surveys, 5,552 child surveys, 158 community surveys, 372 cocoa shed surveys, and 260 school surveys across Côte d’Ivoire and Ghana. During the life of the project, staff navigated the politics and responded to the demands of numerous high-profile stakeholders, each with strong, not always aligned, interests in the outcome of the study—includingthe Government of Ghana, Government of Cote d’Ivoire, International Chocolate and Cocoa Industry represented by the World Cocoa Foundation, U.S. Department of Labor, congressional offices, and several non-governmental organizations advocating against child labor in the cocoa supply chain. The final report, released to the public on October 19, 2020, was well-received by all parties and is considered an important contribution to the field of child labor studies, as demonstrated by the media coverage it garnered. Multiple news organizations, including the Washington Post, Bloomberg, Reuters, and Business Insider, covered the content of the report in newspaper articles and social media posts.
