Jan 2005 - Jan 2006Project Engineer, Afghanistan Urban Water and Sanitation ProjectFor nearly 16 months, Mr. Williams was the in-country project engineer on a $41.3-million USAID design-build project in Afghanistan to supply water to over 1 million people. The project included the detailed design and construction of 200- and 400-mm transmission mains, groundwater wells, pump station facilities, reservoir sites, and associated tasks at four cities in Afghanistan. He collaborated closely with Afghan government officials to implement the project in a dynamic and demanding environment; negotiated land access with local government agencies and tribal leaders; and delivered frequent status updates to the client and Afghan government. He coordinated multi-discipline design work across offices in Afghanistan, Egypt, India, England, and the United States. Mr. Williams prepared final designs based on prevailing construction techniques, available materials, and skills; and tendered construction packages to local subcontractors. He coordinated construction management activities and monitored performance of subcontractors at remote construction sites, and managed a field staff of local technicians and engineers to complete land surveys and gather design and environmental data needed to complete projects. He also coordinated final installation and commissioning activities for the water supply systems; trained local operators and developed Operations and Maintenance Manuals, including appropriate-level technical procedures, troubleshooting guides, and operations budgets. Jan 2007 - Jan 2011Mr. Williams provided in-country project controls and engineering management support as part of the MCA-Lesotho-funded Metolong Programme Management Unit (MPMU) that supports the Metolong Authority in charge of the Metolong Dam and Water Supply Programme (MDWSP). Mr. Williams developed and maintained document management procedures and systems, financial and cost control tools, and reporting processes in addition to providing technical/engineering support for the oversight of infrastructure components (design, procurement using standard FIDIC documents, and construction supervision). The MDWSP consists of a 73-m high roller-compacted concrete (RCC) dam, 75 Ml/day water treatment works, and a downstream conveyance system (131 km of pipelines, pump stations, and concrete reservoirs) to support domestic and industrial water supply requirements in the capital city of Maseru and neighboring towns. The MDWSP also includes construction of project access roads, power supply, water and sanitation systems, telecommunications, and facilities to support the civil works activities, as well as a comprehensive environmental and social mitigation and monitoring program. Show less Mr. Williams was the team leader for a $2.9-million Millennium Challenge Corporation (MCC) project to provide Independent Engineering Services to the MCC, covering the design oversight of national road rehabilitations/upgrades and rural water point installations in Mozambique. He coordinated a multi-disciplinary team of CDM Smith staff and subcontractors to evaluate project feasibility, environmental, and engineering studies; monitor the project implementation during the Compact funding period; and evaluate the project and its impacts. He prepared frequent written progress reports, integrating reporting from several project components, and provided QA/QC input across all component deliverables to ensure a unified project delivery. Show less Mr. Williams served as the Acting COP for the $16-million USAID-funded DWASH Program, which strengthened district government delivery capacity for community water supply, sanitation, and hygiene (WASH) and environmental services leading to measurable improvement of health, productivity, and environmental conditions, as well as to support Timor-Leste’s efforts to achieve the millennium development goals (MDGs). Prior to this position, Mr. Williams provided management and technical support (rural water supply systems) to previous COPs both from the home office and in-country. Show less Mr. Williams served as the project coordinator/manager for a $6.1-million MCC project to provide feasibility level analyses and detailed designs for an initial phase of a larger 14,000-ha irrigated perimeter. The multi-component project entailed preparing a final design for an 81-km paved road; planning for land use, social infrastructure, agricultural services, and institutions; conducting feasibility analyses and detailed designs for the irrigation and social/rural infrastructure; and performing environmental and social analyses, including Environmental Impact Assessments and Resettlement Action Plans for affected populations. Mr. Williams supported the team leader in adhering to the project work plan and schedule, writing progress reports, maintaining document control systems, tracking the budget, providing schedule updates, procuring and coordinating subcontracted services, and supervising nine Malian and international subcontractors, constituting a team of nearly 100 people. During the 10-month period in Mali, he also served as the project accountant, preparing monthly financial charge reports and monitoring all local expenditures. Show less

Sept 2011 - nowMr. Williams was responsible for overall management and implementation of two concurrent United States Agency for International Development (USAID) infrastructure projects (total $22.3 million) under the U.S. Government’s Feed the Future Initiative. Under the $15.4-million IRRIP2 project, Mr. Williams led a multi-disciplinary team of over 200 people to provide technical assistance, program management, financial and procurement support, and capacity building to USAID and Government of Tanzania (GoT) entities for the implementation of their irrigation and rural roads infrastructure portfolio. IRRIP2 completed comprehensive feasibility studies for four potential irrigation schemes covering 43,000 hectares in the Kilombero Valley, as well as an environmental flow assessment of the Rufiji Basin, water allocation models, river classification systems, and a customized desktop reserve model for Tanzania to support decision-making for sustainable use of water resources. IRRIP2 also provided the GoT with technical assistance to rehabilitate 1,500 km of rural roads to improve access to agricultural production areas and markets in 11 districts across Tanzania, and form community-based road users associations to undertake road maintenance. IRRIP2 undertakes activities to strengthen the underlying institutional capacity of GoT organizations responsible for infrastructure in such areas as roles and responsibilities, team building, project management, supervision, training and mentoring. Show less Concurrently with IRRIP2, Mr. Williams led a +100-member team to provide engineering services for the development and construction of irrigation infrastructure under the USAID-funded $6.9-million IRRIP1 project, including: preparing feasibility studies and detailed designs to rehabilitate and develop 3,120 hectares of irrigated land, including a 5-m3/sec pump station; conducting environmental assessments in accordance with 40 CFR Reg. 216; preparing procurement documents for USAID and host-country contracting under fixed amount reimbursement agreements (FARAs); assisting with tendering, evaluation and selection of construction contractors; providing construction supervision for irrigation rehabilitation projects worth $12 million; and building capacity of Tanzanian institutions and local contractors.
