Supervised five full time dog team trainers, 22 dog teams, and three MWD liaisons transitioning 1.2K dog teams to and from deployed locations annually.• Maintained and evaluated teams for annual controlled aggression and explosive/narcotic detection certifications. Teams maintained a 98% pass rate in all required proficiencies. • Oversaw the heath and care of 22 canines, facilities and equipment valued at $1.2 million. • Created an instructed dog psychology training seminars; selected by Headquarters US Air Forces in Europe Command to provide seminars for European canine programs. • Advised magistrates and military leaders on proper military working dog utilization and employment for local and deployed operations. • Coordinated explosive detection support for Presidential and State Department missions in Europe, Africa and the Middle East. • Primary custodian for explosive and narcotic training aids; responsible for their storage, maintenance, handling, replacement, and security. • Coordinated joint training with other military, federal, and European law enforcement agencies. • Supported European Command, State Department and Drug Enforcement Agency with evaluations, training and assistance for Bulgarian federal working dog programs during a 30 day mission.       Led a 36 man team and managed physical & installation security, resource protection, plans & programs, police services, reports & analysis, vehicle registration and emergency management programs for a large Air Provost and Military Police operation. • Oversaw the Integrated Defense Risk Management Process, reviewed local threat assessments, criticality assessments, vulnerability assessments, and supplied the base commander with an analytical base line for risk acceptance and developed procedures and policies to mitigate threats to the installation. • Represented the Defense Force Commander at high level meetings to convey pertinent security updates to the Wing Commander and all Group Commanders. • Planed, coordinated, and managed the annual Integrated Defense Working Group and the Integrated Defense Council. Resulted in the creation of the Installation Defense Plan; the single source document that spells out the installation defense during normal operations and higher Force Protection measures. • Directed operations for European Command's busiest Vehicle Registration office; served over 44K customers in 2014. Developed document check position at the entrance reduced customer wait times 25%.• Analyzed local crime trends and led crime prevention campaign throughout 2014 to target home break-ins and residential burglaries in the local area. Briefed data and prevention tips at 15 separate venues to over 8K personnel, authored newspaper articles and conducted radio interviews; dropped home related larcenies 56% in 2015. Awarded a three Best Practices for courses I developed and taught across Europe. 2018 - “The USAREUR MWD Program is currently the "TOP" MWD Program in the Army due to MSG Hardenio Abdon and Mr. Duane Stinson's extensive efforts with Coalition Partner Interoperability / MWD certification." OPMG.⦁ Responsible for the management, training, and certification of 85 personnel and 78 Military Working Dog and Contract Working Dog teams encompassing 9 geographically dispersed locations throughout Europe. ⦁ Serves as Department of the Army Military Working Dog Certification Authority conducting 18 certification events and 8 kennel assessments. ⦁ Leads Europe's DoD homemade explosives (HME) Program. Imprints and trains DoD explosive detection dog teams through a partnership I established (2016) with the Belgium Federal Police Dog Training Center.⦁ Instructor and course developer for the European Working Dog Training Course(s) - executes 6 seminars annually for U.S. and NATO military and EU police working dog teams. ⦁ Coordinates missions for the United States Secret Service and Department of State in support of the President and Vice President of the United States, Foreign Heads of State and High Risk Personnel. ⦁ The Department of the Army’s lead for North Atlantic Treaty Organization (NATO) and European Union (EU) Military Working Dog and Counter-Improvised Explosive Device (C-IED) expert panels.⦁ Forecasts and executes a program operating budget in excess of $900K and a $2.6M contract for EDD teams.⦁ Serves as the Commanding General’s subject matter expert and senior staff advisor on all Military Working Dog matters within the Army’s European Area of Responsibility. ⦁ Ensures Military Working Dog teams are properly trained and ready for world wide deployment.
