      As the Patients'​ Rights Advocate I interpret Federal, State and local regulations relating to mental health and patients'​ rights and medical terminology relating to mental health treatment. I have knowledge of the service system, administrative and judicial due process and civil commitment statues and procedures. I monitor mental health facilities, services and programs for compliance with statutory and regulatory patients'​ rights provisions and have access to clients and other recipients of mental health services, programs or services at all times to investigate or resolve specific complaints of patients and family members. I investigate complaints of patients residing in licensed health or community care facilities regarding abuse, unreasonable denial or punitive withholding of rights. I conduct face-to-face evaluations on patients who have been secluded/restrained. I advocate on behalf of patients who are unable to register a complaint because of their mental or physical condition. I request 5250 and Riese Superior Court review hearings on behalf of patients. I exchange information and cooperate with the State Office of Patients'​ Rights. I ensure that recipients of mental health services, including those in licensed and community care facilities are notified of their rights. I consult and provide trainings and education about mental health law and patients rights for mental health providers, consumers and the community. As the Mental Health Plan Grievance Coordinator, I manage the Mental Health Plan Grievance Process, including logging and processing consumer requests for assistance with access, a change of provider, a second opinion on clinical decisions, grievances and appeals and ensures the consumer receives a timely response; compiles and reports statistics to the State Office of Patients' Rights and to the Quality Improvement Committee.
