  The Planning Commission and its members shall respectively have and exercise each and all of the powers, duties, rights, privileges and authorities of city planning commissions and of members of such commissions, all as set forth in and under the provisions of the State Planning and Zoning Law. The Planning Commission shall consist of seven members who shall be residents of the city. Duties shall include: review of individual projects for consistency with the General Plan, any applicable specific plans, the Zoning Ordinance, environmental impacts, and other land use polices and regulations, advise public officials, agencies, and the public regarding implementation of the General Plan, review and make recommendations on legislative changes to the Zoning Ordinance, review and act upon proposed amendments to Specific Plans.
