  - Plan and monitor all USP projects implementation under Regulation 5/Regulation 36A at all states to ensure the project deliverables are carried out within the deadlines, minimising the cost and time overruns.- Plan, analyse and prioritise to mitigate/resolve the USP project risks and issues before project implementation with all MCMC's State Offices to minimise the impact of USP project deliverables.- Plan, manage and monitor the Performance Bonds furnished to the Commission are in order, and evaluate for necessary action to draw down these instruments if necessary as well as provide input and liaise with the Commission's lawyers in handling injunctions taken against the Commission on the same.- Liaise with MCMC's State Offices on effectively managing USP projects and resolving issues on the ground at various states which involves the provision of relevant substantive input on the issues concerned, and the proffering of advice and steps to be taken to resolve issues expediently and effectively.- Attend and participate effectively in forums, discussions, and information exchanges with external stakeholders on USP issues in a variety of capacities including providing advisory and technical input on all matters related to USP.-Analyse and review the financial input provided by the Designated Universal Service Providers in assessing the cost effectiveness and sustainability of sites deployed and funded by the Universal Service Provision Fund where through these analysis; justification for OPEX needs.
