      Managed an annual ship alteration and modernization budget of over $500 million for installation of propulsion plant upgrades in nuclear submarines at public and private nuclear capable shipyards, including proposal generation, development of budgetary estimates, work breakdown structures, and resource constrained schedules, and implementation of controls during execution to meet cost and schedule requirements. Additionally, led contract negotiations with private shipyards for planning and execution of all nuclear inspection, repair, and modernization work for submarine overhauls.Coordinated research and development initiatives in the areas of materials science, heavy equipment design, electrical power generation and storage systems, and non-destructive testing techniques ensuring prioritization of scarce R&D resources based on expected improvements to propulsion plant longevity and operational availability.Coordinated the technical analysis and led the business case analysis for service life extension efforts of propulsion plant systems in multiple submarine classes to maximize fleet availability given constraints on construction rates of new submarines and overall Navy maintenance budgets. Conducted extensive proposal reviews as the government's lead reviewer for technical accuracy, cost, and operational benefit.Developed and budgeted for a planned multi-million dollar modernization to shipboard electrical power generation and distribution system components in VIRGINIA Class nuclear submarines to maximize reliability of the nuclear propulsion plant and ensure timely implementation of system improvements to increase the submarine's tactical abilities. Audited prime contractor performance in the areas of design, testing, and procurement. Identified deficiencies in prime contractor methods of tracing equipment functional requirements during vendor developments and drove adoption of requirements management improvements.Authored and presented electric plant and instrumentation & control system training for prospective submarine commanding officers covering component design, integrated system operations, maintenance, and testing.Provided distance support for deployed submarines, ensuring prompt resolution of propulsion plant equipment issues to minimize disruptions to mission execution. Interfaced with other government organizations and technical codes to support resolution of electrical issues affecting propulsion plant operations and assisted with design reviews of new design initiatives. Identified single failure vulnerabilities in new generator governor and voltage regulator systems during detailed design that prevented emergent design changes following equipment delivery.
