For Department of Transportation, Research and Innovative Technology Administration, provided strategic consulting services for CIO to enhance IT performance through improved organizational design and governance processes, and standardized methodologies and tools. Also performed an IT applications portfolio analysis to rationalize applications and define a technology roadmap. Developed an IT Strategic Plan for the Immigration and Customs Enforcement (ICE) agency of the Department of Homeland Security (DHS). Performed financial analysis to understand the existing cost structure, and developed an annual budgeting and service pricing models for the NIH network services group. Performed a strategic assessment of the network architecture at the Department of HHS to develop an architecture design that brings HHS into compliance with the OMB Trusted Internet Connection (TIC) initiative.
