      Developed a methodology to determine the black spots (high number of accidents) on highways using GIS. To accomplish the project goals, I selected certain factors of the road such as the slope of the longitudinal profiles, the radius of the curves, drainage facilities, volume and type of traffic, type of the pavement etc. and weighed them from 0 to 10 for the worst and best condition respectively. Then I used the geographical information system (GIS) to determine the length of the sections of a case study road that had similar characteristics with respect to the selected factors and then I weighed and ranked each of those sections using a total normalized sum of the weights of the factors and was able to predict the black spots. I verified my method using the accident information from the highway police department and the results indicated that this methodology was able to predict the black spots with a 90% confidence level. The asphalt mixtures in use today are substantially different from the ones characterized by AASHTO during the development of the design guide in the 1960s. With current use of newer materials, use of RAP and improvements in construction techniques there is an urgent need to reevaluate the layer coefficients for materials that are currently being used in construction of State pavements. In order to promote sustainability through reliable pavement designs, this research study will characterize asphalt mixtures currently used by the State for determination of the actual layer coefficients of asphalt materials.
