Created more than 20 testing centers throughout the Ukraine. Continued to perform the duties of CEO until 2008. Received grants for ECDL education and testing of civil servants. Organized government-funded ECDL education and testing for the unemployed in the Kharkiv region. Lobbied for government use and implementation of ECDL as a standard certification program. Spearheaded a panel of scientists and IT specialists for conceptual planning of the eGovernment Constitution. Drafted administrative orders for implementation from the Cabinet of Ministers and the Agency. Managed approval of IT projects for all other ministries and government organizations.
