      • Coordinate Baseline Surveys and Project Evaluations in order to inform Program Designs and formulation of Program indicators in the M&E Framework; also conduct mini-surveys using the Lot Quality Assurance Surveys (LQAS) method in order to enrich the quality of semi-annual reports by use of the mini-survey results. • Review all monthly and semi-annual reports to ensure they are prepared using the right formats and effectively communicate the progress made by the Program towards implementing key activities, achieving intended outputs and outcomes. • Respond to all queries from donors and programme partners on program progress in a manner that maximised quality and strengthened relationships.• Take center stage in identifying any Program performance variances, addressing implementation challenges, documenting lessons, success stories and generating consensus on targets for the next implementation period.Selected Accomplishments• Successfully undertook an End of Project Evaluation for the Korean funded Project in Mumbwa; coordinated a number of Baseline and End of Project Evaluation Surveys in Kasama, Luampa, Monze, Mbala, Kalabo and Mongu.• Developed the National Output level Financial Monitoring tool; Ensured that all annual operating plans and implementation plans have appropriate indicators which resulted in 95% success in meeting all planned activities and performance targets.• Developed an electronic monitoring system that linked monthly, semi-annual and annual spreadsheets which were updated monthly to highlight rate of performance.       Achievements• Conducted training quality improvement (QI) and forming of health facility QI teams. This included the designing of mini surveys to establish the root causes for poor performing indicators from both the service providers side and community clients side;• Conducted district MONTHLY AND quarterly data review M&E meetings. This brought about the revision of some ambiguous indicators and improvement in data quality as the health centres themselves would learn best practices (such as in-house data use and audits) from their peers during the monthly data reviews;• Took advantage of monthly data review and quality assessment meetings to orient the district and health centre staff, community staff and oriented them in the use of the Ministry of Health planning tools (such as the bottleneck analysis, fishbone analysis and but ‘why tree’) in root cause analysis, annual priority setting and identification of high impact interventions for the annual plans from the community to the district level. • I coordinated the holding of a multi-sectoral quarterly District Integrated Meetings where annual action plans were reviewed and revised according to need;• Ensured that every quarter all the district health facilities were monitored in their implementation of their action plans against their monthly, quarterly and annual set targets. Onsite technical support was provided using mentorship and Service Quality Assessment tools;• Managed quarterly MDGi Direct Cash Transfer (DCT) fund requests and liquidations.       Key ResponsibilitiesThe main objective was to strengthen Health Systems (i.e. Planning and resource allocation, Performance Assessment (PA), Performance Review Meetings, HMIS and Public Finance Management) at national and sub-national levels as necessary to providing an enabling environment for effective RMNCAH&N (Reproductive, Maternal, Neonatal, Adolescent Health and Nutrition) Continuum of Care service delivery. Achievements• Provided mentorship to districts on development of evidence based Annual plans; data use and community level involvement.• Managed to provide mentorship to program officers in the use of Health Management Information System (HMIS) – access to DHIS2 and effective data utilization.• Managed to provide technical support and guidance on the implementation of RMNCAH&N program activities in accordance with the Project Plan in all 16 districts of Western Province. • Managed to provide mentorship to districts on the effective way of conducting data review meetings using the scorecard for performance review, decision making and re-planning. • I designed a standard template for documenting lessons when writing minutes for the monthly and quarterly performance review meetings – this template made consolidation and comparison of performance each at different levels.
