  Here, Kesavan was primarily responsible for Quality Management and Supply chain management for weapon Stores for 25 fleet ships . He was additionally responsible for Fleet Admin/Education/Training ~ 3000 men . He handled various projects and ensured effective Facilities and contract managements and was also Chief controllers of Examinations for Fleet ~ 3000 men . He was monitoring the Health and Safety Standards of the fleet and conducted audits. He acted as Advisor/ Staff Officer to Fleet Commander on Weapon /Armament Management. Kesavan was identified as the Chief Coordinator for inter- nation Fleet exercises, having coordinated visits successfully with 10 foreign authorities. He was assigned additional responsibility as the Chief Coordinator for Fleet Sports. He successfully turned around of Fleet Internet Centre from loss making to a profit center. Also, Kesavan was a part of the core committee as an Organising member for Presidential Fleet Review, 2006, entailing liaison with various naval and state govt authorities. Show less

  Here, Kesavan reported to the Director General / Principal Director and spearheaded the function that oversaw Weapon Quality Management, testing, analysis, Batteries, infrastructure induction, Future Planning, Manpower Planning and indigenization. He was involved successfully in Infrastructure projects across the nation from concept level, acquisition of land/building facilities, formulating detailed project reports with all stakeholders. As head Quality he was involved in Monitoring Implementation of Various Aerospace and Military Standards and Interacted with NABL board and Implemented NABL at Regional Level. During the tenure, he visited multiple EU Nations and interacted with vendors from USA, UK, Italy, Israel, Russia, Germany, France & England. Kesavan’s role involved conceiving /executing High value projects with OFs/DRDO . He also prepared successfully manpower cases for government approval ~ 500 people and was Monitoring, controlling, auditing , reviewing of naval units across the nation. He was also involved in drafting manpower QRs, handled recruitment, selection, training, examinations at staff level. Kesavan undertook Capital and Revenue cases as per Defence procurement procedures and was a member of committees for project development, evaluation, implementations & execution with responsibility of projects valued upto INR 2000 Cr. His role was pivotal in formulation of QRs, technical specification & evaluation and documentation. Kesavan also led the conceptualization, planning, coordination and execution of 1st International Seminar NAVARM 2007, the largest CII – Navy event and also was part of the team with CII involved in introducing the Armament chapter in DEF EXPO 2008.   During the tenure, Kesavan acted as the COO and Lead highly trained multi-disciplined 50 officers and staff with responsibilities of design, production planning, testing, evaluation, Vendor Management Industrial Relations, Quality Management, Project Management As a part of the role, he handled the entire admin/financial aspects for a team, with end to end responsibility of civil works. Kesavan ensured effective formulations of QRs, Technical Specs, Vendor Selections, conduct of system trials/evaluation and also implemented standards related to Aerospace, Defense, Automobile, Health and Safety. He ensured regular training on TQM,TPM,5S , Quality Audits , Analysis, Report generation and Documentation like QAP. He also spearheaded multiple critical Indigenisation projects with an objective of improving availability of store to Indian navy and also ensured overall timely operations with cost efficiency. He Streamlined existing manpower for increased production activities for multiple new projects and was involved in Analysis , rewards, discipline, resource allocations, contracts. He also prepared successfully manpower case for enhancement for government approval and ensured effective training functions, Welfare , Audits , Report generation and Documentation .Additionally he liaised with various state authorities and handled the interaction/coordination with an objective of ensuring buy-in & alignment . Kesavan also visited England to interact with vendors and ensured seamless flow of planned projects successfully.
