He was additionally responsible for Fleet Admin/Education/Training ~ 3000 men . He handled various projects and ensured effective Facilities and contract managements and was also Chief controllers of Examinations for Fleet ~ 3000 men . He was monitoring the Health and Safety Standards of the fleet and conducted audits. He acted as Advisor/ Staff Officer to Fleet Commander on Weapon /Armament Management. Kesavan was identified as the Chief Coordinator for inter- nation Fleet exercises, having coordinated visits successfully with 10 foreign authorities. He was assigned additional responsibility as the Chief Coordinator for Fleet Sports. He successfully turned around of Fleet Internet Centre from loss making to a profit center.       Here, Kesavan reported to the Director General / Principal Director and spearheaded the function that oversaw Weapon Quality Management, testing, analysis, Batteries, infrastructure induction, Future Planning, Manpower Planning and indigenization. He was involved successfully in Infrastructure projects across the nation from concept level, acquisition of land/building facilities, formulating detailed project reports with all stakeholders. As head Quality he was involved in Monitoring Implementation of Various Aerospace and Military Standards and Interacted with NABL board and Implemented NABL at Regional Level. During the tenure, he visited multiple EU Nations and interacted with vendors from USA, UK, Italy, Israel, Russia, Germany, France & England. Kesavan’s role involved conceiving /executing High value projects with OFs/DRDO . He also prepared successfully manpower cases for government approval ~ 500 people and was Monitoring, controlling, auditing , reviewing of naval units across the nation. He was also involved in drafting manpower QRs, handled recruitment, selection, training, examinations at staff level. Kesavan undertook Capital and Revenue cases as per Defence procurement procedures and was a member of committees for project development, evaluation, implementations & execution with responsibility of projects valued upto INR 2000 Cr. His role was pivotal in formulation of QRs, technical specification & evaluation and documentation.
