      I was professionally accountable for managing and coordinating the Trust’s Estates Service, which included: building, engineering and grounds maintenance functions; medical equipment maintenance; professional and technical engineering support; capital scheme development and management; estate management (including the management of lease agreements, rates, and valuations) and associated contract management. The role involved managing complex engineering infrastructure across a number of sites, including two acute hospitals, so that it provided a safe, supportive and sustainable environment for patients whilst meeting statutory requirements including Healthcare Commission/CQC minimum standards. Notable achievements included the following. - The construction of two new operating theatres, a new theatre recovery unit and the refurbishment of three existing operating theatres at Scarborough Hospital.- Introducing change into the working practices of the department (e.g. formal protocols / procedures for structuring the department’s work and more formal staff management and performance monitoring arrangements).- Facilitating the implementation of improvements in the management of human resources within the department (e.g. cultural changes that created a more open and inclusive approach to staff management, a better departmental structure and improved communications and team working).- Successfully managed a substantial revenue budget via effective control and prioritisation of the use of the allocated resources whilst maintaining the Trust’s estate safely and effectively.- Implementing a commercial approach to maximising income to achieve departmental financial targets. This strategy delivered over £80K per annum of income for the Trust via commercial agreements for providing services externally to third parties.- Delivering £588K of effective energy and revenue-saving schemes via a successful bid to the Department of Health’s Energy and Sustainability Fund. Show less In this role I managed delegated Trust capital projects and property management matters. I managed all aspects of the project delivery process including design development, stakeholder liaison and management, business case preparation, contractor management and building services commissioning. I was responsible for the procurement of external consultants and contractors in accordance with best public sector practice and the Trust’s financial regulations, which involved a mix of traditionally procured contracts as well as Procure 21 contracts. In my property management role, I was responsible for land and property matters (including leases and licenses), compiling and submitting annual ERIC data returns, the management of backlog maintenance, property condition surveys and the development of a Trust estate strategy. In this role my notable achievements were: - Introducing the Department of Health’s Procure 21 procurement framework for capital projects into the Trust and managing the appointment of a Principal Supply Chain Partner. - Successfully managing the delivery of new MRI, operating theatre and endoscopy facilities via multi-million pound project on time and under budget - Being nominated for a HEFMA (Health Estates and Facilities Management Association) Project Manager of the Year Award in 2007 - The completion of a 6-facet survey and accessibility audit of the Trust’s estate as well as the local Primary Care trust estate.       I had a senior and key role in the management of the Trust’s Capital Plan. I was accountable for all aspects of the project and programme management of new build and major refurbishment projects at sites across York, North Yorkshire and Bridlington. In this role I utilised a combination of traditional procurement and Procure 21+ for the delivery of projects whilst ensuring that they delivered appealing, efficient, functional and safe environments for patients and staff. I was a member of the Trust’s Capital Programme Executive Group and produced progress reports for the Board of Directors. I also held responsibility for property management in the Trust. I oversaw the management of estate utilisation, occupation arrangements, planning and business rates. This included identifying options for improvement and disposal. I promoted space utilisation efficiency through the development of space standards, space audits and strengthening communication channels with service managers and users.Notable achievements were the following. - Delivering a range of strategically important projects, including a new ward at Scarborough Hospital. This project was utilised as a Department of Health exemplar and won a Building Better Healthcare Award.- Changing the working practices of the Capital Projects Service to merge two teams and to structure and harmonise processes and procedures. - Development and implementation of an estate strategy and site development plans, which set the agenda in terms of property management and capital planning. - Promoting collaborative working practices with partner organisations at a strategic level.- Developing and implementing robust project initiation and prioritisation processes to the Trust.- Procuring design and construction frameworks that allowed projects to be developed and delivered quicker with associated benefits derived from cost certainty, repeatability, and the transfer of skills from the commercial sector to the Trust.       I am professionally responsible for YTHFM’s delivery of property management, capital planning and capital project management services and I provide advice on these areas to the Trust and to other clients and stakeholders as necessary. I am also accountable for the development of commercial activities by YTHFM.As Head of Capital Projects I have a significant role in the development and delivery of the Trust’s Capital Plan, which incorporates an annual programme of capital projects and I am a key member of its Capital Programme Executive Group. I hold responsibility for the design, safety, quality, functional and technical suitability and statutory compliance of project deliverables for the Trust, which range from refurbishment projects to multi-million pound new build schemes. I ensure that capital project budgets are managed effectively and efficiently in line with best public sector practices. I also ensure that projects are delivered with a positive customer focus and with services, patients and staff at the centre of project briefing, design and delivery. I am also a certified HMT Better Business Case Practitioner.I have a key and very visible role in defining and developing the strategic direction for the Trust’s property portfolio via the development of an Estate Strategy for the Trust, which I produce. I also hold responsibility for arranging and managing leased accommodation for the Trust and for managing space utilisation.As a member of the YTHFM senior management team, I contribute to the effective corporate leadership, management and governance of the subsidiary. I attend the subsidiary’s board meetings as well as contract performance assurance meetings with the Trust. In addition I deputise for the Managing Director as and when necessary and this has involved attending Trust Board sub-committees and representing the Trust at external forums like the Humber, Coast and Vale Healthcare Partnership Strategic Estates and capital investment groups.
