  Catchment & Waterways DepartmentConducted flood modelling and risk assessment using software SOBEK with actual rainfall data as an input. Evaluated flood prevention strategies by running multiple simulations on modified drainage schematics (e.g. channel cross-section, gradient, location of detention tanks) of the Stamford Canal in the context of the Dec 2011 flash floods in Singapore.   Technology DepartmentAssisted in managing R&D project of an anaerobic co-digestion plant built and operated by Anaergia Technologies at Ulu Pandan Water Reclamation Plant during a pilot trial for future deployment at Tuas Water Reclamation Plant / Tuas Nexus. Monitored daily operations and developed progress reports detailing key events such as equipment malfunction and recent developments.Conducted literature review to evaluate and benchmark the operational performance of PUB's trial co-digestion plant with other existing plants around the world. Developed a data-driven regression model to predict the optimum ratio of food waste to sewage sludge required for maximum production of biogas.Co-digestion of food waste and sewage sludge is one of Singapore’s key strategies for sustainability through the reduction of waste volumes, greenhouse gas emissions and waste treatment costs. Worked with other government agencies to operationalise cross-cutting legislative powers (e.g. State Lands Protection Act, Environmental Protection and Management Act). Conducted policy reviews and strategic analysis to manage emerging & complex issues. Developed policy recommendations for the Board and executive senior management on key decisions and operational frameworks for PUB.Collaborated with Legal, Finance and PPP departments on the interpretation of laws, contracts and strategic policy considerations relevant to Public-Private Partnership projects. Analysed debt/equity structure and project finance matters.Worked with departments to implement roadmaps for the execution of policy objectives and enforcement of legislation. Coordinated PUB’s responses at international fora (e.g. UN, WTO, World Bank) and provided policy inputs on free trade agreements / trade-related matters / national statements led by MSE/MTI/MFA. Coordinated maintenance and commissioning activities including ad hoc requests and rostered standby duties for 24/7 response. Developed and implemented strategies for upscaling, integration, resource optimisation, enhancement, maintenance and renewal of assets.Managed pioneer contract for the deployment and maintenance of mobile water quality analysers for WSN, attaining the CE Innovation Gold Award, Ministry of Sustainability and the Environment Excellence Award, and featured at Singapore International Water Week Water Convention 2021. Led ICA design for a new Service Reservoir and Pumping Station with M&E value of >$4.5 million, including pioneer implementation of Building Information Modelling (BIM) for O&M.Coded and developed a Qlik Sense dashboard for SCADA system alarm data analytics and categorisation with automated report generation and email distribution resulting in >75% reduction in daily alarms. Won the CE Innovation Gold award.Conceptualised the implementation of a digital twin and decision-support system for the Water Supply Control Centre. Researched and evaluated strategies for the implementation of new technologies such as LiFePO4 batteries, ultrasonic insertion flowmeters and refractive index sensors for water quality monitoring.Led a team of 17 to achieve the department’s recertification on ISO 9001, 22000 and 45001 standards.Daryl was featured on BrightSparks magazine’s July 2021 issue for the Singapore Sustainability Scholarship. For his stint at WSN, Daryl was awarded PUB Innovation Champion, MSE Innovator Award and Public Service Transformation Exemplary Innovator Award for contributions to innovation and transformation at the workplace.
