He collaborated with the National Guard Bureau and other Homeland Response Force states and his Army counter-parts for over fifty-two weeks to ensure the Homeland Response Force met all Training and Evaluation Outlines criteria for over 550 personnel. Sergeant Hurstell singlehandedly ensured 100 percent of Air National Guard Homeland Response Force Medical Operations members received efficient training to carry out mission success. He participated in three Homeland Response Force Exercise Evaluations in which his team received perfect scores across the board. Additionally, he authored and revised the National Guard Homeland Response Force "Respiratory Protection Program“ detailing roles and responsibilities for both Army and Air Force members alike. Sergeant Hurstell's program management and the Standard Operating Guidance he authored, was singled out during the April 2014 Standardization Evaluation and Assistance Team inspection as the model for the entire country, His accomplishments were instrumental in the Homeland Response Force receiving high marks during this critical inspection. Under his guidance the entire cadre of Army and Air National Guard personnel were 100% in compliance with Powered Air Purified Respirator testing during the December 2013 External Evaluation, aiding immeasurably to the Homeland Response Force's unprecedented success of validation for the second time in as many years. Finally, he discovered additional capabilities of the resting equipment through research that was validated by requisite agencies, saving over $300,000 across the enterprise in unnecessary expense.
