Mr. Ishfaq was actively involved in the process of preparation of Budget Call Circular (BCC) which included the indicative budget ceilings for salary and non-salary through forwarding Budget Estimates for all the departments of Khyber Pakhtunkhwa. I trained the staff of Government Departments regarding OBB and participated in the development of training manual. I was involved in the development of strategic business plans for Higher Education and Population welfare department and also organized workshops in this regard. I also assisted Principal Consultant on the Structural Reforms of the P&D Department, which included a diagnostic study followed by a detailed implementation plan. I developed the Annual Strategy Review (ASR) of KP Province and carried out the recurrent cost implications of ADP for major sectors to check the additional burden on the recurrent budget as a result of the development budget.   Started as Public Financial Management Adviser in the same project in June 2013, worked in the PFM work stream on the following PFM activities;• Involved throughout the process of budget preparation, which included detailed scrutiny of budget of over 2800 drawing and disbursement officers. Also provided inputs in the Portfolio Budget Statement, budget execution and drafting budget speech for the Minister. • Involved in the process of Revision of Education Sector Plan. A five-year plan has been prepared in consultation with the department core team and discussions were also held with field representatives, which include District Education Offices, PTCs and Local NGOs.Was assigned the role of Deputy Policy Lead for Schools and Facilities in October 2015. Job responsibilities included;• Providing technical assistance to Education Department in the Conditional Grant programme. This include need assessment of schools w.r.t missing facilities, drafting proposal for allocation of funds, data management and analysis regarding missing facilities requirement of schools and any other assistance which the Government requires. • The training for Parent Teacher Council on PTC roles and responsibilities, record keeping, financial management etc. Approx. 227,000 people of around 27000 schools were trained on the modules mentioned above.• Involved in the activity of the School Quality Management Initiative (SQMI), taken by Education Department to improve the quality of learning through Classroom observation, syllabus spacing and student assessment.   Was the head of the Engineering Component of the Technical Assistance (TA) team in an EU funded project for construction of small infrastructure through community mobilisation.
