      The National Information Center (NIC) is the information technology service provider for all Ministry of Interior (MOI) sectors (Passport Directorate, Civil Registry, Security Forces, Police Units, Border Control, etc.). The basic role of the NIC is fulfilled by operating a main central office in Riyadh. In conjunction, the NIC maintains 10 regional zone centres spread throughout the Kingdom of Saudi Arabia (KSA). Over 800 user sites connect to the central office through these regional zone centres.The purpose of this project was to research, select and deploy the most suitable RFID technology available to enhance the goals of the Ministry of Interior by providing an accurate and fast method of vehicle identification. Eric worked on the Statement of Work and organised stakeholder workshops to identify and elaborate the operational scenarios. The work was done in Riyadh (Saudi-Arabia), Dubai (United Arabic Emirates) and in the Netherlands. The project was put on hold in November 2008 because of the overlap with ATVAM. Show less

      In 2004 the Ministry of Interior (MOI) of the Kingdom of Saudi Arabia issued a contract for a nationwide implementation of law enforcement systems and traffic control centres. The purpose of ATVAM is to reduce the number of deaths and improving road safety. The MOI awarded the contract to three investor under a Build-Operate-Transfer contract - every investor is responsible for the deployment of an ATVAM system in one of the three regions in the Kingdom. The total contract value was estimated at 1,5 billion U.S. dollars. To manage the three investors, a project management office was established by the MOI, where Eric filled the position of National Technical Manager. Eric reported directly to the program director. As Technical Manager, Eric was responsible for detailing the program requirements, evaluating all designs (civil, electrical engineering, traffic engineering, mechanical and software components), acceptance and quality of the systems, defining and enforcing program-wide standards and manage change proposals.
