Manager - Health, Safety and Environment

Managed all aspects of the facility health, safety and environmental department. Responsibilities included managing the department budget, supervising staff and developing a program to maintain compliance with regulatory (OSHA & EPA) and internal requirements.-Achieved over 2 million work hours without a lost time accident, received multiple safety awards from the Greater Cleveland Safety Council, performed well on corporate HS&E audits and experienced no regulatory violations.-Championed the implementation of a cost effective behavior based safety program, SAFESTART™ which reduced accidents by 20% in the year following implementation. -Developed a facility webpage to provide access to HS&E content 24/7. Providing the self-serve access increased use of the material and allowed HS&E staff to devote less time to responding to common information requests. -Organized a cross functional team to revise the process by which new projects and process changes were reviewed and approved (Change Management Review Procedure). Project quality improved, re-work was substantially reduced and the review process proved to be an excellent developmental experience for new engineers. -Collaborated with the purchasing function to implement a new system for vetting contractors. Bidding was limited to pre-screened contractors that met stringent safety requirements which reduced conflicts and delays.-Managed projects to reduce environmental liabilities including removal of a failed underground sodium metal electrical cable, removal of PCB - contaminated transformers and PCB - contaminated equipment and asbestos abatement. All projects were completed on budget and in accordance with applicable laws.-Work was recognized as value added. The webpage was used as the model for the corporate HS&E webpage, SAFESTART™ was implemented company wide, and the Change Management Review Procedure was used as a model for the corporate procedure. Contractor - Health, Safety and Environmental

Managed all safety and environmental issues associated with closure of a 300,000 square foot production facility which included approximately 80 development laboratories. The closure was successfully completed on time and under budget. -Developed and implemented a comprehensive facility closure plan bringing the closure activities to an end on time and under the projected budget -Successfully negotiated suspension of a Mercury Best Management Practices Plan, eliminating the cost associated with an ongoing monthly monitoring program-Managed the disposition of all chemicals (relocation and disposal) and offset some of the disposal cost by recycling wherever possible-Evaluated facility air emission sources and executed closure as appropriate to minimize reporting requirements-Completed final regulatory reports and transferred detailed instructions for the anticipated post closure compliance activities-Managed risk reduction projects (asbestos repair, combustible dust cleaning, sanitary sewer evaluation, mercury decontamination)-Worked with minimal staff to stage chattel, facilitate viewing by potential bidders and ensure orderly removal of purchased itemsDeveloped an Excel spreadsheet to automate the complex calculations necessary to determine the need for CERCLA reporting as the result of a process furnace upset. The spreadsheet requires entry of only four readily attainable data points and provides an output that clearly flags reportable constituents. Show less
