Coordinated $15 million in annual U.S. Government humanitarian assistance to displaced populations in the North Caucuses in the wake of the war in Chechnya. Edited U.S. Government Country Reports on Human Rights for Europe and the former Soviet Union and the International Religious Freedom report; provided State Department comments on asylum cases in Europe and the former Soviet Union; gathered war crimes testimony from Kosovar refugees in transit at Ft. Dix, NJ.

Emergency cash payment program reached 50,000 households in first 3 months, largest ever Red Cross emergency cash response at that time.• Led $40 million multi-year disaster response for April 2015 Nepal Earthquake for emergency relief, cash grants, and shelter materials.• Oversaw $40 million annual Haiti earthquake recovery program; grants to Haitian and international NGOs; U.S. government public-private partnership.• Supervised $10 million annually in community resilience programming in 20 countries with private foundation funds.
