Served as the principal advisor to the senior staff in all matters related to acquisition and contracting.• Developed and established the Center's first automation-based programming and budgeting system, transitioning it from its paper-based system, and briefed the Center's budget planning submission to the service-level Air Force staff.• Authored the Center's 1st ever: formal contract policy, contract process handbook for users, and formal Acquisition Strategy Plan. Dec 1998 - Oct 2000Project director & assistant program manager• As Asst. Program Manager (APM), Combined Arms Tactical Trainer, led the IT- and Modeling & Simulation-based training system engineering and development for several system-of-system crew-served, weapon system trainer product lines integrated into the Army's $2.1B Close Combat Tactical Trainer (CCTT), the largest networked, virtual reality training system in DoD at the time. Directed the actions of a matrix staff of 33+, and integrated the multidisciplinary activities of a workforce of over 500 military, civilian, and contractors in the development, production, fielding, and support of CCTT.• As Project Director (PD) for the $35M Bradley Advanced Training System (BATS) program, directly supervised 17 military and civilian engineers and managed the program's engineering processes, development, cost, and schedule. Only PD in STRICOM charged with total program management from pre-contract phase through fielding; delivered the Army's first ever Bradley M2A3 trainer ahead of schedule. • Collaboratively integrated and coordinated the training development community with the technology developers to ensure the delivered training hardware performed to Army training standards and rigor. Managed the development of total Life-cycle system sustainment to ensure: integration into existing CCTT trainer architecture; continuity of future support for weapon system evolution; repair/logistics support; and training development tracked with weapon system currency. Jul 2004 - Sept 2007• In support of establishing a global, Ballistic Missile Defense System (BMDS), led & managed MDA's BMDS Interoperability/Integration Test teams and the Joint National Integration Center (JNIC) -based Flight Test Support teams, integrating the diverse activities of 150+ military, government civilian, and contractor personnel developing and employing an internationally-distributed IT architecture employing terrestrial and space assets to perform the engineering, planning, execution, analysis, and reporting of Joint, multi-system, Modeling & Simulation (M&S)-based BMDS test events simultaneously represented by weapons programs from all four services as well as international partners.• Led the coordination & integration of disparate developmental schedules and laboratory availability for up to nine, multi-service, geographically-distributed, BMDS weapon system programs at a time (for both real-world fielded and laboratory-based configurations); coordinating with 100s of contractor and senior civilian/military (through GS-15/O-6) to plan, engineer, execute, analyze, and report on BMDS system-level interoperability tests up to seven times per year. Identified, deconflicted, and coordinated internal and external test resources for BMDS test events. Identified & monitored cost, schedule, and systems engineering problems/issues, and resolved them collaboratively at the senior field-grade/civilian level. Developed/recommended solutions to executive-level decision makers – and executed those decisions.• Planned, coordinated, and led senior/executive-level, multi-service conferences & test event working groups as large as 100+ to garner BMDS community understanding, agreement, and support for system-level test goals, events, and strategy.
