  Develop and administer the $1.5M Hayward Paratransit Program.  Prepare and implement annual Paratransit Program Plan based on analysis of prior expenditures and forecast of revenue and expenditures required to deliver specialty transportation to seniors and people with disabilities in the Hayward service area. Negotiate vendor contracts with paratransit taxi provider St. Mini Cab, paratransit shared vehicle provider MV Transportation and local nonprofits Alzheimer’s Services of the East Bay (ASEB), Community Resources for Independent Living (CRIL), LIFE Eldercare and Service Opportunities for Seniors (SOS Meals on Wheels).  Successfully re-branded the paratransit program to The HOP (Hayward Operated Paratransit) including developing new marketing materials and outreach campaign in coordination with the City of Hayward Public Information Office. Develop and administer $1.3M in Housing and Urban Development (HUD) funded Capital Improvement projects. Manage Community Development Block Grant (CDBG) funded ADA accessibility improvements to Hayward Area Recreation Department (HARD), Eden Area YMCA, St. Rose Hospital and other projects.  Develop and implement construction procurement process including administration of Davis Bacon Labor Standards and Section 3 Local Hiring compliance. Fiscal evaluation of sources and uses budgets for a variety of rehabilitation projects including HARD Senior Center Kitchen Remodel, Spectrum Community Services kitchen remodel and Eden Youth and Family Center Rehabilitation project. Develop and administer the $450,000 Housing Rehabilitation Program. Implemented restructure of the City of Hayward’s Housing Rehabilitation Program Guidelines and Procedures, including initiation of Housing Rehabilitation Loan Modification project. Show less
