      Service Planning Manager

      During Tim's time with WSF he was responsible for the design and implementation of the first passenger-only ferry demonstration project in Puget Sound since the last of the “Mosquito Fleet” plied the waters in the early 20th century. As a result of the demonstration, he lead a long-range planning effort that laid the foundations for an on-going discussion and exploration of passenger-only ferry service on Puget Sound including several years of service on two routes, with one of those routes continuing today. His daily responsibilities included planning and scheduling a nine route ferry system featuring 18 vessels. He also designed and implemented teh first reservation system for WSF in the early 1980's for the Anacortes-Sydney route. Show less

      Senior Operations Planning Manager

      Tim managed all aspects of transit operations planning including close coordination with transit operations. In addition, his experience includes transportation systems management and ITS. Some highlight projects from his career include creation and implementation of three highly successful new modes of service at Pierce Transit including a “trunk route” service design that has boosted transit ridership on three routes by more than 35% while improving productivity. Together these three routes, out of 50 routes, comprise nearly 40% of Pierce Transit’s ridership. He developed the concept and managed creation of Pierce Transit’s Bus PLUS service, a semi-fixed route featuring customer requested deviations. This added a tool to respond to poor performing local fixed routes and to offer service in areas where fixed route service does not match well with current land use. Tim was responsible for the design and implementation of Pierce Transit’s highly successful Seattle Express service in 1990, where ridership grew from 300 to 4,500 boardings per day in five years. Aside from fixed route experience, Tim lead operations planning, analysis, strategic planning and public communications for Pierce Transit’s ADA paratransit service. In addition to service planning innovation, Tim is a nationally recognized expert in scheduling and runcutting. With more than 20 years hands-on experience with HASTUS scheduling software, Tim has assisted many transit properties in their application of scheduling software. Show less

      A professional transit practitioner with over 32 years of experience, heads up Nelson|Nygaard’s Seattle office. Recent projects in transit service short and long range planning include Project Manager for City and County of Honolulu Department of Transportation Services Short Range Transit Operations Plan, Project Manager for a Long Range Transit Improvement Plan for Community Transit in Snohomish County, Project Manager for Victor Valley Long Distance Commuter Needs Assessment for SANBAG, and Project Manager City of Redmond, WA Transit Policy Plan. In the area of contractual evaluation and compliance Tim’s recent projects include Transit service planning and scheduling and paratransit service contract evaluation lead for King County Metro Performance Audit, Project Manager for Scheduling and Runcutting Services Santa Fe Trails, Analytical Lead for Planning Layover Strategies and Facilities in Minneapolis, and project lead to evaluate transit contractor performance and cost for a large employer. In the nearly two years he has been with Nelson\Nygaard Tim has completed transit analysis projects for Spokane Transit Authority Long Range Plan and Short Range Implementation Plan and provided an evaluation of Spokane Transit’s Planning Function, Valley Transit Authority designing a community bus service in Palo Alto, Urban Mobility Plan for the City of Seattle, Project Manager for Culver City Bus Line 7 Extension Analysis, and design of a community shuttle service for the City of Cupertino.
