      Responsibilities:- Lead the M&E of the Spanish Impact Evaluation Fund (SIEF) –in 2007-2012 the largest evaluation program in the World Bank, totaling $18 M and involving 53 research teams, 7 thematic areas and 37 countries.- Manage consultants, contribute to effective teamwork, and prepare presentations and reports.- Coordinate in the Network the Country Policy and Institutional Assessment (CPIA) and the Post Conflict Performance Indicators (PCPI) policy monitoring exercises.- Undertake evaluation work, provide training and disseminate results in seminars and other fora.Achievements:- Coordinated the SIEF research pillar. Contributed through active management the effective implementation of the program: 30 impact evaluations completed, of which 68% informed policy changes or program design improvements. - Designed and managed a tool for monitoring progress towards the attainment of SIEF goals.- Evaluated the performance of the Network’s impact evaluation workshop program.- Oversaw the final evaluation of the SIEF program –conducted by an independent consultant.- Evaluated the impact of soft skills training on youth employability and risk behavior. Designed and piloted an instrument for measuring social and personal skills of Dominican youth.- Informed the allocation of IDA resources by successfully conducting the CPIA and the PCPI.- Trained government staff and development experts from Latin America, Middle East and North Africa, East Asia, and Sub-Sahara Africa countries in the design of impact evaluations.- Presented the results of the SIEF program in international conferences –like the Annual Meeting of the Network of Networks of Impact Evaluation, held in Bonn in March 29-30, 2010.- Liaised with Spain and UK officers for strengthening the SIEF partnership. Designed the impact evaluation of the NVSP. Conducted power calculations and designed the sampling strategy for the baseline survey of the program. Designed and pretested the baseline questionnaire of the impact evaluation. Designed and piloted new psychometric scales for measuring social cohesion and soft skills of Lebanese youth. Designed a tool for monitoring the follow up data collection, and supervised the collection of follow up data by the survey firm. Produced the results framework for the 2nd phase of the program, that focuses on Lebanese communities affected by the Syrian refugee crisis. The project has been approved with an initial $2 M grant.- Designed the impact evaluation of the e-card food voucher of the NPTP–a $214 M scheme aiming to increase the incomes of 350,000 Lebanese poor affected by the Syrian conflict. Produced the baseline report of the e-card food voucher component of the NPTP. - Produced the results framework of the poverty graduation component of the NPTP, based on the successful CGAP-Ford Foundation model. The pilot has been approved and aims at eradicate extreme poverty in Lebanon by delivering a multi-faceted package of services to extreme poor households. Show less
