(3) Document the efforts to date in the developing world, and especially in countries with USAID missions, to bridge the digital divide, and to identify lessons learnt and best practices related to the promotion of equitable access to information using digital technology. Context:ICT is a key driver of the global economy, facilitating and expediting commerce, and thus stimulating innovation, economic growth, risk management, and job creation. Success in the global economy increasingly depends upon access to information; digital proficiency and information access have become the currency not only to prosperity but also to sustainability. Developing countries able to take advantage of ICT have greater potential for growth. USAID seeks to assist partner countries to bridge the digital divide through affordable access to broadband under the Global Broadband Innovations program implemented by Integra LLC. By 2004 ninety-five percent of USAID missions included ICT programs in their portfolio. Today these range from workforce training and the establishment of technology hubs to promote innovation, to deployment of innovative low-cost technologies. However, very real concerns remain concerning digital literacy. Of particular concern are barriers to participation by women and youth, and also ownership of these initiatives by the host countries.
