  • Supported the Ministry of Community Development and Social Services (MCDSS) to establish minimum standards of care in residential childcare institutions, including organising nationwide consultations with providers to agree on standards and identify training needs.• Supported the MCDSS to develop and implement the Youth Health Care Cost Scheme, a pilot programme, which identified the most vulnerable children and exempted them from health-care charges.• Supported the strengthening of umbrella/church organisations responding to the needs of OVC at community level.• Facilitated the establishment of a grant mechanism for community action around OVC in the Copperbelt province.• Assessed the situation of children working and living on the street in Zambia, set up an inventory of interventions, and appraised projects for possible support.• Contributed to financial monitoring and planning for the Country Programme 2002-2006.   As section head, I was responsible for establishing, developing and managing a new sectoral programme and section:• Supported the Ministry of Social Affairs and others to set up mechanisms to fight child trafficking, sexual violence, exploitation and abuse.• Advocated for and support the development, implementation and monitoring of a legal framework in compliance with international legal instruments, leading to the finalisation and enactment of a Child Protection Code.• Provided technical assistance to various stakeholders in the child protection area (magistrates, social workers, government officials, etc.)• Supported NGOs providing protection, care and support to orphans and other children affected by HIV and AIDS. • Supported NGOs providing assistance and reintegration services to child victims of trafficking and other forms of exploitation.• Developed strategic collaboration with a wide range of partners (including government, NGOs, multilateral and bilateral partners) at central and regional/district levels. Show less My role, as a member of the regional Child Protection team, was to:• Support the development and implementation of regional programmes on children orphaned and made vulnerable by HIV and AIDS.• Provide technical assistance to country offices in West and Central Africa (WCA) region in the area of programming for OVC in the context of HIV and AIDS (e.g. Rapid Assessment Analysis and Action Planning Process). • Develop and provide training to UNICEF staff and partners on programming issues relating to OVC, HIV and AIDS.• Assist with fundraising to accelerate OVC programming in the WCA region.• Develop a database of OVC programmes in the WCA region.• Promote collaboration for OVC with key partners within and outside the region (USAID, UNAIDS, GFATM, INGO, etc.).• Organize, in partnership with major regional stakeholders (USAID, UNAIDS, FHI, SCF, Plan, etc.), the second regional capacity building workshop on OVC in July 2004. Assessed circumstances of arrest and detention of detainees placed in US custody (military bases) and in Kurdistan; drafted assessment reports; liaised with US forces on issues of death in detention, and followed up on reported cases.

  As section head, I was responsible for managing the Child Protection section programmatically, financially and administratively, including supervising staff and coordinating the section’s contribution to the overall office performance. • Jointly managed a EUR 10 million project on social protection for orphans and vulnerable children (OVC), including social cash transfers.• Provided technical assistance in the area of organisational development to strengthen service delivery by the Ministry of Social Development, including case management, referral and coordination.• Supported line ministries engaged in the mapping and assessment of the Child Protection system to address gaps in a systemic and sustainable manner, and to develop a National Child Protection Strategy and Costed Action Plan.• Identified and assessed the capacity of non-governmental partners; guided projects to assist OVC and their caregivers; developed Project Cooperation Agreements, managed and monitored their implementation.• Leveraged resources for the National Strategic Plan on Vulnerable Children, in particular the preparation of proposals to the GFATM.• Liaised closely with PEPFAR, GFATM, EU and other major partners engaged in Child Protection and OVC programmes.
