      Responsibilities during construction of the $220M BWARI/BWOAS project included the daily analysis of information gathered during construction as it relates to TBM performance, reviewing submittals, providing requested information, and evaluating proposals from the Contractors on the project. Responsibilities during design included monitoring and directing the geotechnical investigation, interpreting subsurface stratigraphy, and preparing geologic profiles along the tunnel route. I also participated in optimizing tunnel alignments during the planning phases. Mr. Frank was involved in tunnel design and production of specifications and bid documents as they related to construction methodologies, tunnel boring machines, and geologic conditions, and had significant input into the geologic aspects of the tunneling projects he worked on. Mr. Frank also had significant involvement in the City of Columbus’s long term wet weather drainage improvement plan. His involvement included a concept level cost estimating and constructability analysis for the underground portion of the 2-3 billion dollar, 20 year program being initiated by the City of Columbus Department of Sewerage and Drainage to address combined and sanitary sewer overflows. He was the geologic and underground construction specialist on the planning team for this program, which is expected to include a least 1 billion dollars worth of tunnel, and microtunnel, construction.       On the $440M Sound Transit N125 EPB Tunnel Project (2018 Tunnel Achievement Award)Mr. Frank served as the Project Manager and then as the lead construction manager working directly with the Superintendents and Construction Managers to guide the work on the N125 project through the uncertainty of a very impactful unresolved Differing Site Condition and to mitigate the impacts of an extremely compromised main bearing/bull gear on one of the TBMs. Upon resolution of these significant challenges, Mr. Frank significantly modified the overall plan for the remaining work resulting in a way forward to complete all of the 6 Contract Milestones on time.On the $153M Sound Transit N125 EPB Tunnel Project (2013 ENR Best Transit Project in the NW)As Project Manager during the second half of he project (recognized in 2013 as the Best Airport/Transit Project in the Northwest by ENR) Mr. Frank was responsible for: the scheduling of work, utilization of manpower and equipment, preparation of submittals, coordination with client and third parties, direction of engineering functions, overall project safety and supervision of all day-to-day operations. As Quality Manager Mr. Frank was tasked with the management of the Engineering and Quality Control staff of 8 individuals. He was responsible for managing and acting on all quality matters and had the authority to act on quality matters as a representative of the Joint Venture. On the $102M Brightwater West EPB Tunnel Project (2011 ITA Tunneling Contractor of the Year award)As Project Engineer Mr. Frank's responsibilities include scheduling of work, preparation of submittals, and preparation of pay applications, interfacing and communicating with the owner’s representatives, and coordinating geotechnical, and temporary structural design.       Area Manager for the Upstream Tunnel portion of the Kemano Project. The Upstream Tunnel is an 8 km long hard rock tunnel that is being excavated with a 6.5 meter singles shield TBM. The tunnel is up to 700 meters deep and will be constructed with a precast segmental tunnel lining, which will have a finished diameter of 5720 mm.The project is located in the Coastal Mountain Range, which extends nearly the full length of the British Columbia Pacific coast. The terrain comprises deeply-incised northwest and northeast trending fjord topography extending in from the coast, rising steeply to high glaciated peaks that taper to the east into the Nechako Plateau that consists of broad valleys separated by rounded hills and ridges.Glen was responsible for the planning and TBM procurement of the Project through the completion of the TBM procurement and start of the site work.
