      Mr. Williams worked in all lifecycle phases including requirements definition, design, development, implementation, integration, deployment and contract closeout of the Space Station Training Facility (SSTF). The SSTF is a 4+ million SLOC Ada-based training simulation of the International Space Station. Over the 19 year life of the SSTF effort, Mr. Williams established the Communications and Tracking subsystem IPT, then performed as Team Lead, Team Mentor, engineering trainer and developer for all USA Distributed Systems and Russian simulation IPTs. As IPT Lead Mr. Williams directly supervised up to 16 engineers while mentoring over 60 other engineers. Mr. Williams has been involved in all SSTF Life Cycle phases from Concept of Operations, Requirements Definition and Analysis, Implementation, Integration and Test, and Formal Delivery. Mr. Williams was directly involved with integrating the Russian International Partner software with the SSTF and had direct customer interface roles during the Russian technical negotiations. Mr. Williams was a member of the Software Engineering Process Group (SEPG) and the Software Review Board (SRB) while the SSTF gained ISO certification and prepared for CMMI ® certification. He actively performed in multiple Six-Sigma Process Improvement activities and is the primary author of the Process Measurement process. As a SEPG member, Mr. Williams was the primary USA Distributed Systems reuse advocate and initiated software reuse efforts resulting in documented savings of over $42,000,000. Joe was the co-author for two professional papers on these reuse savings. Joe also functioned as the primary interface between the USAD engineering cadre and the SSTF Reconfiguration (RECON), Infrastructure and Load Build IPTs. While working with the Load Build IPT, Mr. Williams helped to reduce the typical load build time from over 2 weeks to less than 2 days for full-scale, cold start SSTF load builds. Show less

      NASA Johnson Space Center (JSC) Training Systems 21 (TS21)Job Title: Systems Engineer Senior Staff March 2011 To 2018 Mr. Williams is the Training Systems Software Architect and ISS Vehicle Lead for NASA’s Training Systems 21 (TS21), the replacement for the Space Station Training Facility (SSTF). As ISS Vehicle Lead Mr. Williams is a member of the TS Systems Engineering & Integration team and acts as a primary contact for the NASA Stakeholders and Instructors with the TS21 SE&I. Mr. Williams was the primary author and presenter for the ISS Sim Vehicle Specific Design Review (combined PDR and CDR), the TS21 Concept of Operations documents, and the TS21 transition plan. These presentations were NASA Directorate Level presentations. Mr. Williams coordinated the ISS Sim product team’s efforts which included over 120 software and hardware engineers in 6 NASA organizations and 7 different contractors. The TS21 ISS Sim successfully achieved Operational Readiness Review in July 2017. Mr. Williams was also the software team lead for the TS21 User Support System (USS), Infrastructure (Infra) and Models development teams.
