Supervised design and engineering for 747/767 oxygen system to support manufacturing of new customer interior configurations.- Negotiated new galley designs for international customers. Prepared galley specifications for construction and installation of galleys. Duties included overseas travel and coordination with international customers.

      - Successfully represented Colorado Department of Transportation ("CDOT") in numerous eminent domain hearings and valuation trials wherein highway right of way was acquired.- Negotiated favorable settlements for CDOT in numerous eminent domain actions wherein right of way was acquired.- Co-counsel for successful defense of CDOT in NEPA action in U.S. District Court and 10th Circuit where citizen group sought to enjoin I-225/Parker Road interchange construction project based on allegations that CDOT’s environmental impact statement was inadequate.- Co-counsel for defense of CDOT in a similar NEPA lawsuit where citizens group sought to enjoin issuance of the Record of Decision for the Entrance to Aspen EIS on SH 82 based on allegations that CDOT’s environmental impact statement was inadequate. - Advised and assisted CDOT during all phases of rulemaking for modified Colorado State Highway Access Code.- Effectively defended CDOT in administrative appeals of Department’s determination of relocation benefits and appeals of CDOT’s denial of access permits.- Advised CDOT personnel on numerous issues concerning real property, eminent domain, constitutional law, environmental and transportation law.       Responsible for a complex multi-million dollar Region Right of Way Acquisition Program critical to success of CDOT’s mission. Manage a staff of 37 positions responsible for defining, valuing, acquiring, and managing right of way in compliance with state and federal requirements for Region transportation projects. Unit staff includes professionals in five specialty areas: Surveying, Preparation of Right of Way Plans, Appraisal, Acquisition Negotiation/Relocation, and Property Management. - Led effort to obtain emergency right of entries on an expedited basis for project that reconstructed SH 72 in Coal Creek Canyon following the devastating 2013 floods. Managed process to immediately define, value, and negotiate the acquisition of all required parcels shortly after obtaining such right of entries to ensure proper protection of all landowner’s property rights.- Devised functional replacement to provide property and funding to construct a replacement parking lot to mitigate critical impacts to school district property resulting from a partial acquisition. Timely completed this complex functional replacement to meet crucial design-build construction milestone.- Always innovatively increasing project efficiency. For example, FHWA’s recent Every Day Counts initiative changed a prior philosophy of discouraging the use of conditional right of way clearances to encouraging use of these clearances. Our Right of Way Unit quickly adapted to this change and now commonly uses conditional right of way clearances to creatively compress preconstruction time frames. Significantly contributed to ROW acquisition effort for $1.7B T-REX project.- Developed “Team Right of Way” project management method, whereby a representative from the Right of Way Unit’s Survey/ROW Plans, Appraisal, and Acquisition/Relocation specialties is assigned to every project requiring right of way acquisition. Team members are required to attend all project meetings from scoping to Field Office Review and are encouraged to interact effectively with each other, the design/construction team and other specialties to ensure project milestones are met. Concept developed after observing that inefficiencies occur in handoffs between internal Right of Way specialties and other project team members. Show less
