      Top civil service position, responsible for ensuring the functioning and continuity of work of the Chancellery of the Prime Minister of Poland.Tasks:• Representing the Office, occasionally also the Head of the Office or the Prime Minister, and because of the institution I was sometimes considered a representative of all 64 directors general, although I did not have such mandate. I participated in parliamentary committee meetings, intervened at national or international conferences, also in the framework of the Polish presidency in the EU. • Exercising direct supervision over the office's organizational units regarding the proper performance by them of tasks specified by the Head of the Chancellery, setting regulation for organizational units of and laying down the work rules, regulations and internal procedures• Budget: supervising the preparation of a draft budget, its execution and reporting, setting internal rules of public expenditure, authorising expenses, signing contracts with external providers of goods and services, managing the Chancellery’s property, representing the State with regard to the property,• internal audit: setting priorities, accepting audit plan, accepting individual audit reports and deciding upon recommendations, • HR: employer for over 500 staff. Responsible for setting internal rules and executing: recruitment, training, appraisal, promotion, job description and job evaluation processes,• initiating and supervising various projects modernizing the Chancellery and facilitating work: introduction of the interactive intranet and knowledge management systems, streamlining of internal processes and offering them online, projects: First day at work, training for managers, etc.• Overall: successful implementation of over 40 projects improving the Chancellery within 400 working days at the post of its Director General. Show less For five years I was responsible for internal inspection within the Polish government. My duties were similar to those of a Chief Audit Executive, with the entire government administration being the audited organization. The overall objective or my function was to provide the Prime Minister with the assessment of the administration and with recommendations aiming at its improvement. To this end I was charged with:• organizing external compliance, organizational and performance audits/assessment in government institutions, • preparing assessment/audit programs, based on analysis of government activities in an area, • drafting final reports and presenting the findings to the Head of the Chancellery, • addressing comments to the reports or criticism and complains by the audited institutions – usually ministries, • providing recommendations to the institutions assessed, including anything from suggestions to change policy or its implementation to disciplinary sanctions,• setting internal rules and procedures, including drafting changes to the legal bases and participating in the legislative process,• introducing quality control process for the final work products,• recruiting staff and assessing their performance,Altogether, I supervised about 100 audit assignments. Additionally, based on the experience I gained in the US administration during a year-long Fulbright program, I initiated performance audits in the government administration and drafted first government audit/inspection standards.       Lead Advisor to the Head of the Chancellery

      I worked as a lead advisor to the Head of the Chancellery of the President of Poland (Chief of Staff). My position, in the internal hierarchy below ministers but above directors, allowed me to acquire unique professional experience at this particular office. Although I had a formal job description, my tasks were various and flexible. Building upon my previous management experience I supported the Head of the Office in his projects and developed my own ones. From participating in international visits of the President to elaborating procedures for open and competitive recruitment and preparing other HR tools (the Chancellery is not part of the civil service system in the legal sense). I refrained from pure politics and day to day operations of the office – I held to policy issues and longer-term projects. I enjoyed initiating, coordinating and ensuring leadership of various consulting projects leading to modernization and improvement of the Chancellery and its operations, including organizational development (elaborating internal rules and procedures), streamlining of key internal processes (improving work flows and introducing electronic flow of documentation), introduction of advanced performance measurement, knowledge management, supporting the internal audit, and dealing with most sensitive issues of business continuity management.
