      Directly employed by the Department of Civil Aviation (DCA), Government of Dubai in the newly formed ‘Projects Section’ of the Engineering Division, established to control all construction activities at the Dubai International Airport Expansion Project. Phase 1 of the project comprised the construction of an 800m long Concourse providing an additional 27 passenger boarding gates; phased renovation of existing Terminal 1; construction of new Terminal 2 and numerous ancillary buildings and support facilities including the construction of a new runway, fire stations, fuel storage equipment, central plant, freight storage warehouses and administrational buildings (executed under more than 200 construction and supply contracts). Responsible for the development of standard forms of contract for use by the DCA (supply only, small works, major works, design and build & consultancy agreements) in accordance with the provisions of Law No.6 (1997), in conjunction with the Government Audit department. Prepared construction contracts and consultancy services agreements for execution. Responsible for the preparation and coordination of tender documentation, and overseeing the procurement and award processes. Developed and implemented standard tendering procedures. The Contractor comprised a consortium of five international construction companies, including Ballast Nedam International, responsible for marine and civil works, including the construction of a 2.4km long steel piled Jetty and 700m long Breakwater. Role involved the administration of the main contract with the Client, Petronet LNG Ltd., and various sub-contracts including steel piles fabrication, concrete works and launching girder fabrication. Civmec delivered a vertical package including Earthworks, Civil Works, SMP installation and Electrical, Instrumentation and Communication works for the Stockyard Conveyor Systems and Train Loadout System.
