  Dr. Samir Raouf supervised ministry work in the fields of Renewable Energy, Space Technology, ICT, Industrial Research. In addition he also assumed the following tasks:• Chaired both Steering Committee and National Task Force for formulating STI Plan for Iraq (in cooperation with UNESCO). The plan was published by UNESCO 2015.• Chaired Iraqi National Disaster Risk Reduction Committee established by Iraqi Cabinet (2010-2015). Led the committee in writing Iraq's first DRR draft law (2012) and Iraq's first DRR draft strategy (2015).• Initiated a national program that focuses on intellectual property rights, reaching out to policy makers, universities, intellectual property agencies, private sector, and local governments in cooperation with international partners. The outcome of this program included establishing the first technology transfer office in Iraq in MoST. Additionally, several other programs were initiated within MoST, other agencies.• Chairman of the Iraqi National Committee for Peaceful Uses of Outer Space (2009-2015) which carried Iraq's first survey of space activities in 2013.• Chairman of "TigriSat Project"​ Steering Committee. The project was concluded by launching TigriSat, Iraq's first satellite, in June 19th, 2014.• Elected as Second Vice Chairman of United Nations COPUOS committee in 2014, and member of Bureaux of COPUOS (G-15) for 2014-2015.• Member of Islamic Space Network (ISNET) governing body (2010-2014).• Iraq's focal point for the International Renewable Energy Agency (IRENA) 2009-2015.• Chairman of Iraq's National Committee for Natural Sciences (2012-2015).• Chairman of MoST Scientific Advisory Committee (2013-2015).• Member of Iraq's National Committee for Education, Culture and Science (Iraq's NatCom) (2007-2015).Within the framework of these activities, he has been collaborating with international/ foreign agencies including UNDP, UNESCO, UNCTAD, UNOPS and US-DoC/CLDP, UN-COPUOS, ISNET among others.
