      Manage the Urban Area Security Initiative (UASI) grant-funded Regional Training Program for the San Diego Urban Area in accordance with the Multi-Year Training and Exercise Plan (MTEP), applicable state and federal guidelines, and public safety/emergency management best practices throughout the state and nation. Coordinate and implement UASI training funds and resources in an equitable manner to qualified jurisdictions and public safety agencies throughout the San Diego Urban Area, in accordance with the MTEP. Serve as a liaison and single point of contact to local, state, and federal public safety agencies and officials in respect to the planning and delivery of UASI-funded emergency training in the San Diego region.Lead and coordinate the Regional Training Committee (RTC), composed of senior, multi-jurisdictional, multi-discipline, public safety officials representing the San Diego Urban Area; schedule and conduct regular meetings to discuss and address regional emergency training requirements, trends, opportunities, processes, and resource allocation.Annually review, update, publish, and implement the regional Multi-Year Training and Exercise Plan (MTEP); engage the RTC in the MTEP review/update process, and obtain formal MTEP approval from the Unified Disaster Council. Determine significant emergency capability gaps through the research and development of After Action Reports and Corrective Action Plans resulting from regional exercises, training events, and actual emergency incidents; address capability gaps through the prioritization, incorporation, and implementation of relevant emergency training programs in the MTEP, and through mid-year training plan adjustments.
