      Mr. Anlian worked as professional urban planner and landscape architect for a national firm; specializing in land planning, landscape architecture, urban design and project economic feasibility analysis. (HOH was acquired by Post Buckley Schuh and Jernigan, Inc. and later absorbed into PBS&J's Planning Division). Mr. Anlian served as a Vice President, sharing in the overall management of the consulting firm, including marketing and business development, client/public/government relations, project management, staff development and strategic planning for the firm. Among many projects and clients, Mr. Anlian served as project planner for the new town of St. Charles, MD; originally supported under HUD's New Communities Program, and for Swan Point, a mixed-use resort community developed by US Steel on the Potomac River which has become a model for environmentally sensitive development.       As USAID's first long-term Resident Advisor in Armenia, serving as ICMA's Chief of Party for 5 years, Mr. Anlian acted as liaison to key ministries along with other republic-level agencies and local governments on reforms in the housing sector and urban land, real property rights and titling, overall decentralization policies, local government assistance, and related broader, social and economic reforms. Mr. Anlian advised his Armenian government counterparts in developing national policies and drafting the legal/regulatory framework for a functioning private housing and real estate sector. During Mr. Anlian's tenure, most of the fundamental national laws and regulations were developed related to housing and urban development policy. Mr. Anlian worked closely with cooperating donors (The World Bank, UNHCR, EU/TACIS and others) and institutionalized many reforms in local organizations. He developed local professional capacity through training and conferences; and public education programs, including textbooks, manuals and videos. Mr. Anlian also helped to establish several organizations/NGOs in Armenia which are still active today. Show less

      Mr. Anlian served as Chief of Party for the largest program in the USAID Armenia portfolio, the Armenia Earthquake Zone Recovery Program (EQZRP), a four-year, $35 million project which employed a staff of 40 expatriates and nationals, plus over 100 additional Armenian consultants through subcontracts with commercial firms and banks, training institutions and NGOs. The EQZRP was designed in three components: technical assistance in economic development and urban planning; a roll-out of the successful USAID/UI-implemented housing voucher program, piloted in 2000, and a new Housing Improvement Grant (HIG) Program, initially both urban and rural pilots to develop program operating procedures. Subsequently, the Rural HIG was rolled out, successfully sheltering 700 families in nine communities. The Urban HIG has provided a unique model for cost-effective multi-unit residential housing renovation, involving community participation. The housing vouchers and grants, while providing permanent shelter to 30,000 people, also resulted in a significant infusion of capital into the regional economy. A key to the program's success was effective donor collaboration on complementary infrastructure projects and other community investments.The Armenia EQZRP is featured as one of USAID's "success stories" in, among other goals, advancing a "Global Development Alliance" (GDA) among public and private partnerships. Show less The Urban Institute (UI), the Washington-based think tank on urban issues, recruited Mr. Anlian in 1998 to assist its International Activities Center (IAC) to develop programs in the Former Soviet Union (FSU), in particular in the Caucasus and Central Asia regions. From 1998 – 2000, Mr. Anlian assessed opportunities in the region, preparing specific proposals to USAID and the World Bank. Due to Mr. Anlian’s efforts, in particular the actual design development of new programs undertaken by Anlian, the Urban Institute was awarded large contracts in Armenia, Georgia and Central Asia. From 2000 - 2005, Mr. Anlian devoted much of his efforts to earthquake zone recovery in Armenia, based, in part, on USAID’s decision to support a new initiative through the large Earthquake Zone Recovery Program. In 2005, Mr. Anlian was asked by the U.S. Department of State, Bureau of Population, Refugees and Migration (PRM) to conduct an analysis of the shelter situation facing internally displaced persons (IDPs) in Georgia. Mr. Anlian’s work galvanized support of the Georgian Government and the international donor community for a pilot housing voucher program modeled after the successful Armenia experience. Show less As UI's Chief of Party for USAID, Mr. Anlian led the technical team in program design for a pilot project to test and demonstrate the use of housing vouchers in the provision of permanent housing for the remaining displaced households as a result of the 1988 earthquake. The pilot project resulted in permanent shelter solutions for over 300 households. Based on this success, USAID launched the more comprehensive aforementioned Armenia Earthquake Zone Recovery Program in 2001, the core of which is the Housing Purchase Certificate Program. Show less Mr. Anlian served as a Municipal Governance Advisor to the USAID Armenia Local Government Program and USAID Georgia Local Government Reform Initiative; Mr. Anlian designed a three-year local government assistance program for Armenia addressing legal, operational and institutional issues related to decentralization. The program addressed both immediate technical assistance needs and longer term policy and reform objectives. The technical approach centered on the utilization of local capacity and the willingness of "model cities" to act as training grounds for other cities with less capacity. The initiative forged strong relationships with and among Central Government structures, local governments and NGO's to assure continued orderly decentralization, fiscally and otherwise. After award of the program, Mr. Anlian served as a consultant to the Armenia Local Government Program (LGP) on various issues, including assistance in land and zoning regulations and practices.Similarly, in 2000, Mr. Anlian contributed significantly to the design of the USAID Georgia Local Government Reform Initiative (LGRI), focused on more efficient and responsive local governance by promoting increased roles for elected councils and greater interaction between local governments and citizens. The program, with local consultants, implemented training, advocacy programs and information dissemination campaigns. Show less As Team Leader for a World Bank funded program for the Government of Armenia, Mr. Anlian conducted an assessment of the progress in alleviating the losses in shelter and municipal services caused by the 1988 Armenia earthquake; reviewed the remaining shelter needs; drew from lessons of earlier experiences of various earthquake zone cities and donor programs, formulated the process to conclude this effort within five years; and provided input to the discussion of national housing policies. The implementation of the highly innovative New Strategy for the Earthquake Zone includes physical, social and financial planning strategy components. This Strategy served as the basic "blueprint" for the subsequent USAID and other donor-supported activities in the Earthquake Zone, including roads, infrastructure and housing rehabilitation, as well as a major economic development overlay.       Mr. Anlian served as a Director in the Infrastructure Division within the Department of Operations of the Millennium Challenge Corporation (MCC), a US Federal Corporation managing the Millennium Challenge Account (MCA) available to eligible poor countries meeting certain criteria in order to assist national governments to reduce poverty through sustained economic growth. Mr. Anlian's portfolio included countries in Asia, Africa and Eurasia regions, where he managed MCC contractors related to oversight over Compact implementation as well as conducting due diligence on new project proposals by MCC-eligible countries. Among other activities, Mr. Anlian served on the oversight team for the preparation of the Namibia Compact which included agricultural/livestock industry development, and development of the natural game reserves including road and infrastructure improvements to the major national parks and community conservatories.Mr. Anlian also represented MCC on the Mongolia Compact, which included a major upgrading to the Mongolian National Railroad. As to post-compact implementation, Mr. Anlian led all supervision of the $265 million Armenia Compact comprised of rehabilitation of the national irrigation network and rural road systems, along with associated technical assistance in the water-to-market activities.       Mr. Anlian was a Senior Advisor with International Relief and Development (IRD). There, he collaborated with IRD’s technical units in development of new programs, often joining forces with collaborating partners, both for-profits and other NGOs. Mr. Anlian focused on conflict and post-conflict regions, including Pakistan, the Middle East and the former Soviet Union. He also took the lead in representing IRD on Indefinite Quantity Contract (IQC) efforts where IRD served as a partner on several IQCs. Prior to Mr. Anlian’s appointment as Senior Advisor, he served as IRD’s Director of Infrastructure managing a dozen programs in Africa, the Middle East and Eurasia exceeding $400 million in awards.
