      I provided leadership for the implementation of a cohesive, agency-wide approach to measuring and promoting quality for the District’s Medicaid program. I developed and collaborated throughout the agency on projects that tested and promoted quality measurement and improvement. I created and adopted performance measurement systems (i.e., quality measures) to evaluate care provided to District residents. I oversaw DHCF's $15M Long-Term Care Supports Contract, and supervised a team of three Management Analysts performing quality and compliance oversight for three risk-based managed care organizations, three Federal waiver programs and 19 nursing facilities. •Raised compliance levels and improved the profile of the agency with Federal regulators through close attention to quality improvement measures and related regulatory requirements.•Developed comprehensive 50+ page monitoring plan and 30+ performance metrics used across two Government agencies to monitor compliance with three Federal waiver program requirements.•Evaluated compliance with five quality improvement projects totalling $2 million, leading to the defunding of two projects and an annual cost savings of $500g. Show less I directed daily operations of the Enforcement and Compliance Division for the Government agency providing supports and services to individuals with intellectual and developmental disabilities. I provided expert guidance for fraud, waste and abuse investigations, and compliance activities executed by 16 subordinate employees (Investigators/Compliance Specialists). I assessed integrity and compliance with the application of District policies and regulations. Ensured corrective measures generated from 1,500+ investigation reports (annually) were impactful and in alignment with policies. •Initiated systemwide sanctions across 75+ service provider agencies to assure adherence to corrective measures intended to prevent harm to disabled adults. •Evaluated more than five 15 - 20-page investigation plans daily to confirm recommended actions were significant and aligned with investigation findings.•Nominated for Supervisor of the Year and led employees toward the nomination for Group of the Year award (2011) for creating strategic plan, leading to the closure of 200 investigations within 90 days. Show less As the 1st Risk Manager to be employed with the District’s Child Welfare Agency, as part of a comprehensive risk management program, I identified, assessed and mitigated agency-wide operations risks/losses.
