      As a Staff Sergeant (E6) in Preventive Medicine, I served as Non-Commissioned Officer in Charge (supervisor), managing environmental compliance and all of the responsibilities of my previous position with the following additional responsibilities. I served as primary manager for a staff of seven personnel and ensured effective mission accomplishment serving a population of over 7000 Soldiers and families. I was responsible for developing safety guidelines for tasks and equipment, conducting inspections of facilities and operations to identify and resolve issues with unsafe or unhealthful conditions and practices within the workplace environment. I worked with the public health nursing staff on communicable disease interventions and vaccination management. I was responsible for the influenza vaccination program while my supervisor was deployed. I have extensive experience and knowledge of planning and application of national OSHA regulations and State and local level policies I am trained to review new and existing jobs, processes, and systems to determine the potential hazards and developing remediation plans to significantly reduce risk on a daily basis as part of hazard communication for heavy industrial, military environments, and smaller commercial type operations to ensure compliance with occupational health and safety regulations and fire codes.       I was the Compliance and Enforcement Program Manager with in the Division of Water and I supervised a staff of 10 and was responsible for implementing the Compliance Objectives of the Alaska Pollutant Discharge Elimination System (APDES). I managed and supervised all aspects and elements of the Division of Water´s Compliance Program. I coordinated civil compliance activities with the Attorney Generals´ Office, the Environmental Protection Agency (EPA) Region 10 and criminal environmental crimes with the Environmental Crimes Unit. My primary task was to ensure that all discharges of water pollution to waters of the United States, land, and subsurface water are permitted or authorized and comply with limits established in APDES permits or state permits or authorizations. I negotiated an annual inspection schedule with EPA through the Performance Partnership Agreement. I set direction and policy for the Compliance Program, including the development of long-and short-term goals and objectives with a particular focus on consistent application of enforcement tools statewide. I developed and supervised the development of program position papers, program policy, regulations, performance and scientific standards, guidance for use by staff, industry, local, state and federal governments, facility operators, interest groups, and the public. I was responsible for considering a broad spectrum of factors in decision-making, including public, legislative and congressional factors, economic impact, environmental mandates and standards, available resources and technology, commitments, long-range goals, and Department policy. The decisions I made on enforcement matters had a significant fiscal impact on Alaska´s businesses and communities. I was responsible for developing and maintaining a budget of approximately $600,000 annually and coordinating the resources needed for inspections, travel, training, and complaint response from three field offices throughout the State of Alaska.
