  Led the state of Florida's regulation of Life and Health Insurers. Licensed new insurers. Ensured compliance with the Insurance Code, including company solvency, policy forms and premium rates. Through collaboration with key stakeholders, helped to steer the health insurance market through significant upheaval stemming from: The Affordable Care Act Increased longevity and resulting increased morbidity Continuous low interest rates Medicaid Managed Care implementation  Medicare reformImproved staff productivity resulting in the Office completing:  2,500 financial reviews and 20 field exams annually to ensure companies complied with statutory requirements.  5,600 form and rate reviews to ensure rates were adequate and not excessive and that policies provided all statutorily required consumer protections. Successfully directed to development and implementation of a policy for and rate submission and review system (EDMS).Awarded the Dineen Award, the NAIC’s highest honor recognizing the Insurance Regulator of the Year.Collaborated with legislators to improve consumer protections in out-of-state group policies, long term care policies and discount medical plan products.Implemented numerous rule changes addressing health insurance issues.Served as an insurance Subject Matter Expert; testified before legislative committees, industry trade groups and NAIC committees.NOTE: (Served as Deputy Insurance Commissioner from 1999-2007 and again from 2014-2017.
