      Policy Advisor

      While on secondment to the CFA I undertook the role of a policy advisor to the Chief Officer and CEO. This role required the provision of contestable advice and innovations for possible adoption and implementation by the CFA following the recommendations of the Victorian Bushfires Royal Commission. Amongst the concepts explored were alternative corporate structures, continuous improvement initiatives and strategy for the CFA to become a recognised “High Reliability Organisation” (HRO).

      Currently undertaking all roles and responsibilites for emergency management planning, response and recovery as part of the Northland group emergency management office (GEMO). The development of community capability and capacity (resilience) which empowers communites, businesses and lifeline / utility organisations to deal with natural and man-made disasters is a key focus of the role. One of the methods by which I ensure community involvement and committment is by adopting the International Association of Public Paticipations (IAP2) continuum of informing, consulting, involving, collaborating and empowering.       Due to personal circumstances I have relocated from Queenstown to Whangarei. I am still undertaking contract work and policy advice to Emergency Management Otago. It was a priviledge to act as the Otago Civil Defence Group emergency coordination centre (ECC) operations manager during the COVID19 response. Also, I carried out the Migrant Repatriation managers role for the Queenstown Lakes emergency operations centre (EOC) where several thousand foreign nationals were left bereft by unemployment. Currently I am developing the Otago Aviation Emergency Support Plan (AESOP) and carrying out the Lifelines & Utilities Programme Managers role Show less Delivering services into Queenstown Lakes District Council (QLDC). QLDC is in the Otago Region of the South Island of New Zealand and forms approximately 30% of the land mass of the region. The majestic and unique geography of this part of the country is a mecca for international and domestic visitors as well as large numbers of people moving into the region to live. The integrity of infrastructure such as roads, electricity supplies and telecommunications into remote and isolated communities are key challenges of the role, complicated by the potential impact on a large number of visitors. A significant event on the alpine fault, rural fire, severe weather events, flooding and pandemic are identified hazards of the region. Show less
