      Established and maintained professional relationships with federal partners, state and local entities, the first responder community, national laboratories and academia to facilitate a number of successful programmatic and technical projects that required a comprehensive knowledge of homeland security policies and procedures. This was accomplished by analyzing complex project data while providing recommendations to the client to develop and maintain achievable goals and objectives, strategies for obtaining program participation, transition planning, and metrics to measure program costs, schedules, performance, and benefits from investments. Accomplishments:• Successfully conducted multiple Program and Technical Reviews with contractors in academia (University of California Los Angeles, Worcester Polytechnic Institute), industry (Honeywell International, Inc., Raytheon Company) and national laboratories (Sandia National Laboratory, Massachusetts Institute of Technology Lincoln Laboratory) to successfully identify and validate requirements for existing technologies and systems. • Organized joint Test and Evaluation project in 2014 with the Government of Singapore where I was responsible for the overall objectives, while providing oversight on the planning and execution of the trials. Successfully captured and evaluated system performance and presented it during an official joint USA-Singapore Government meeting. • Presented on products developed to support first responders and emergency management personnel at a Department of Interior (DOI) Interior Business Center (IBC) sponsored event in May 2014 that showcased innovative, breakthrough technologies that have been created through research and development efforts. • Led the development and award of multiple multi-million dollar acquisition packages and Interagency Agreements by analyzing performance measures and milestones of programs.       Federal Research Programs/Projects Managed:2018-Present: “Five Research and Development (5RD)” which aligns multinational RDT&E activities across the FVEYs and applies them to domestic homeland security mission sets on issues such as aviation security, counter terrorism, and technology foresighting. 2018-Present: “North Atlantic Treaty Organization Science for Peace and Security (NATO SPS)” where I developed a strategy to streamline prospective partners globally to identify new multilateral engagements while augmenting and accelerating S&T’s research agenda by overseeing specific projects on countering violent extremism, counter-unmanned aircraft systems and emergency disaster response.2018-Present: “International Forum to Advance First Responder Innovation (IFAFRI)” where I'm currently the Chair for the Directorate which aims to provide critical information on the first responder global market and high priority global capability gaps across 13 countries to enhance and expand the development of affordable technologies and innovative solutions to improve first responder safety, efficiency and effectiveness. 2018-Present: “Counter Terrorism Systematic Reviews” aims to conduct systematic reviews of prior research and evaluations to identify programs and practices supported by evidence and empirical testing in order to inform policy and support operational decision making. 2017-Present: Lead Program Manager to the “5RD Countering Violent Extremism Network,” currently chaired by DHS S&T. The 5RD CVE Network’s contributions have been recognized by the Five Country Ministerial Working Group on CVE. This has led to the inclusion of the 5RD CVE Network on the Working Group’s work plan as approved by the representative ministers of the FVEY. 2017-Present: “Evaluation Support for CVE at the Local Level” works with CVE practitioners from NATO partner countries to collaboratively design and implement program evaluations.
