The aim of our study is to evaluate the independence of the Arcep in relation to the private sector and to the operators which mostly belong the government- France telecom & La Poste- compared to the government itself, in order to discover whether there is a problem of means and guaranties landed by the legislator or an impartiality affecting its members.
