      Presently I serve as the Deputy Ship Design Manager (DSDM) for the CVN 78 Aircraft Carrier Acquisition Program, demonstrating comprehensive knowledge and skill in providing affordable designs for the fleet through a thorough understanding of aircraft carrier design, including concept definition, preliminary design development, contract design integration, planning, construction, launching, testing, operation, certification, and maintenance, including dry-docking. As the DSDM I provide technical and design engineering / naval architectural oversight and develop technical reviews for all phases of CVN 78 design planning, execution, testing and certification, including the development of the CVN 78 aircraft carrier design requirements, specifications, individual and integrated systems designs, performance analyses, design criteria, design products and design waivers (DFS) related to CVN 78's Ship Design, Total Ship Integration, Total Ship Systems Engineering, Human Systems Integration, Systems Safety, Marine Engineering, Ship Integrity and Performance, Test and Evaluation, Warfare Systems Integration, Cargo / Mission Systems, C4ISR / FORCENet (Global C2, EXCOMM, Voice) Integration, Aviation Systems Integration and Total Ship Certification; chair Naval Architecture, ship design, and system design related IPTs, focus groups, and working groups; conduct and/or review feasibility and cost reduction studies of current and future aircraft carrier ship and system designs, specifically assessing hull form, buoyancy, stability, structural strength, weight, speed, ship motion, power, endurance, trim, list, seaworthiness and survivability (susceptibility, vulnerability, recoverability); and provide support for CVN 78 shipboard testing and support for the CVN 78 Program Office Test and Evaluation group as they develop the integrated developmental and operational test and evaluation master schedule.       Paul Russo has been selected as the Division Director, Aircraft Carrier (CVN) Systems Engineering TechnicalAuthorities (SEA 05V1) effective this week.As the Division Director, Paul is responsible for supervising the Carrier Engineering Team's technical authority responsibilities vested in the Ship Design Manager (SDM) Technical Warrant Holders (TWH), their Deputies and the Engineering Field Representatives. As Division Director, he will direct naval architecture support to programs / projects and as our senior technical expert, will direct the application of aircraft carrier design and systems engineering practices on US Navy aircraft carrier shipbuilding programs, maintenance, and major modernizations. He will also provide oversight of the Carrier Engineering Team personnel budget.Mr. Russo has worked in the Department of Navy in both military and civilian capacities for more than 40 years. Most recently, Mr. Russo has held the Ship Design Manager Technical Warrant for USS GERALD R. FORD (CVN 78) since 2013. In this role he was responsible for leading a technical pyramid workforce of system engineers at NAVSEA, Warfare Centers, SUPSHIP, and shipyards. He provided technical engineering oversight and support for the CVN 78 Class Aircraft Carrier Acquisition Program, and monitored Shipyard Design and Construction performance for the CVN 78 Detailed Design and Construction contract.
