The Glen Cove Community Development Agency is a redevelopment agency and public housing authority that administers 350 housing choice vouchers and implements community development programs as a local subrecipient of CDBG funding. The CDA also administers other Federal and State grants for the City of Glen Cove. The Glen Cove Industrial Development Agency issues tax exempt bonds and provides other economic development incentives for business attraction, expansion and retention.Managed the Glen Cove Creek Waterfront Revitalization Project which was designated by the US EPA, HUD and 14 Federal Agencies as a National Brownfield Showcase Community. Planned and implemented the acquisition and remediation of over 50 acres of extremely polluted property including brownfields, EPA and DEC Superfund sites. Wrote and managed approximately $30,000,000 in State and Federal Grants awarded to Glen Cove for planning, remediation, transportation infrastructure improvements and enhancements including oversight of outside consultants and contractors. Implemented the Downtown Revitalization Project including the development of 352 units of rental housing, redevelopment of 5 vacant commercial buildings into a mix of retail, office and community uses, and enhancing and expanding existing businesses through a commercial façade and signage grant program.       Administered more than $20 million in annual US HUD Community Planning & Development formula grants for Nassau County towns, villages and cities including the Community Development Block Grant (CDBG), Home Assistance Partnership Act (HOME), and Emergency Shelter Grant (ESG) programs. This included overseeing grant making, subcontracting and monitoring performance of more than 50 communities, non profit organizations and developers.Recruited, trained and supervised 27 administrative and professional staff. Reorganized operations to meet increased HUD compliance and performance requirements. Developed policies and procedures for each program including reviewing and improving internal controls. Leveraged HOME funds with low income housing tax credits, tax exempt financing, tax incentives, housing choice vouchers and other grants to finance the creation of new housing and to acquire, renovate and preserve the existing housing stock. Financed the construction of 359 units of new housing leveraging more than $100,000,000 in development investment. Financed the acquisition, substantial rehabilitation, and preservation of 1,133 units of affordable rental housing leveraging more than $171,000,000 in redevelopment investment.Administered a $2 million annual residential weatherization and rehabilitation program for income eligible households with staff providing all cost estimating, bidding, contracting and inspecting services for participating communities and households. Awarded a $4 million competitive HUD Lead Hazard grant which will make the homes of children lead safe. Applied for the Empire Zone Program for Nassau County which has resulted in over $20 million in new investment and the creation of over 400 new jobs.Prepared Consolidated and Annual Action Plans for HUD funding, Consolidated Annual Performance Reports, updated an Analysis of Impediments for Fair Housing Choice and developed an Affordable Housing needs study.
