      Led over 50 HQ Air Force appropriation analysts in numerous, time-compressed Air Staff budget exercises for the $100 billion Total Obligation Authority (TOA) dollar-plus annual Air Force Budget as Air Force Budget Execution Manager. Interpreted and implemented OSD Defense Planning Guidance (DPG) for annual Program Objective Memorandum (POM) submissions to OSD, guided all Air Force appropriation analysts to meet Presidents Budget Decision (PBD) guidance on a daily basis throughout all Air Force appropriations during the PB cycle. Interacted with Air Staff 3 Star panels and General Officers for Logistics, Operations, Resource Management, Space Systems, Acquisition, Personnel and many other Air Staff directorates on a daily basis for resource allocation determinations and guidance policy issues. Coordinated the Air Staff directorates’ inputs as Action Officer for Dr. Rice’s Composite Air Wing resource study and personally briefed the results to the Secretary of the Air Force and Air Force Vice Chief of Staff. Executive Officer for the Senior Executive for AF Budget Execution managing operations for divisions including AF Budget Policy, Personnel, O&M, Outlays, R&D and MILCON. Led and briefed over $2B in Defense Management Review Decision budget initiatives to the OSD DMRD Executive. Mr. Dickens guided budget formulation for Air Force reimburseable Stock fund accounts to include cost factors for reimbursement of all AF appropriations including O&M expendables, real property investments and capital purchases with the Project Managers for the AF stock Funds. Mr. Dickens worked budget obligation and execution planning for the Comptroller as Director for Cost at the Air Force Center for Environmental Excellence for BRAC decision allotments. Developed cost and acquisition procedures for the AFCEE command in evaluating the award fee progress of prime contractors conducting remedial clean-up of hazardous contaminants of Air Force bases for BRAC and DERA identified sites. At the AFCEE Comptoller’s request, Mr. Dickens established a budget accounts for multiservice remediation projects that were not finded by DERA or BRAC congressional funds. Mr. Dickens identified fund sites at Accounting and Finance to capture environmental and construction appropriations, Military Purchase Requests (MIPRs) to expedite funding and recapitalization for Superfund transactions, and POM appropriation program elements to develop requirements and reimburseable accounts for remediation projects involving MILCON, MILPERS, and O&M for environmental remediation. Trained AFCEE Program Managers and Analysts in Earned Value techniques, program technical progress management and evaluation, and financial and accounting remedial procedures. Managed contract data item execution base, contract performance rating system and performance measurement for over 500 award-fee environmental remediation contracts. Led 12 government and 6 contract cost analysts for the AFCEE Performance Measurement program.       Led the Air Force Cost Analysis Agency’s largest Independent Cost Analysis (ICA) at that time, the multi-billion dollar Evolved Expendable Launch Platform (EELV) space vehicle, successor to the Titan launch vehicle. Led a team in development of estimates and the BCA Preferred Alternative for four major prime contractors’ space vehicle variations. The four designs were based on investment alternatives for propulsion systems and cargo capability. Planned and led the comparative evaluation of the Space Systems Command and Air Force Cost Analysis Agency’s Service Cost Position (SCP).       Chaired the Joint Service Defense Travel System (DTS) Cost Improvement Group for services’ travel IT resource requirements. Implemented policies and methodologies using DoDI 7041.3: Economic Analysis for Decision-making. Assisted determining development and fielding schedules, system acquisition milestone planning, basis and costs for status quo and preferred alternatives for DTS system. Gathered IT costs, led service stakeholder IPTs for Air Force, Navy and Army implementation, and led the $2B joint service travel program office estimate as the financial manager. Advised service program managers and functional managers on acquisition and cost considerations of technical solutions for program PB implementation. Mr. Dickens supported the DTS PM in budget execution by establishing recapitalization planning factors and reimbursement processes for multiservice reimbursement for the initial costs of the Central Information System for DTS and IT support provided to all service organizations prior to transition to the Defense Finance and Accounting Service (DFAS). Assisted Chief, information Systems Division, with budget inputs for 1996 PB. Led the cost team for the DTS Source Selection Evaluation Board and the DTS Economic Analysis to determine prime developer for the system. He provided broad, expert technical assistance in leading multiple LCCEs for the Fire Support Systems, LCCEs, CARDs, and was lead for estimating and analytical studies for the Navy Virginia class Design for Affordability initiative, where he devised methods to forward-engineer cost improvements. This included Analysis of Alternatives (AoA) and engineering assessments to evaluate investment decisions. Mr. Dickens USMC cost leadership includes authoring, briefing and technical analysis for ACAT I programs for the Ground Communication and Control System – Marine Corps (GCSS-MC) and Single Integrated Air Picture (SIAP) initial LCCEs, and the Advanced Amphibious Vehicle (AAV) Inspect or Repair as Necessary (IROAN) estimate. He led the initial LCCE for the Total Force Structure Management System. He has also authored, briefed and analyzed numerous USMC communication estimates and studies for the Marine Corps including the Marine Corps Target Identification System, Team Portable Collection System, Net Enabled Computer Control (NECC) system.
