      Shift supervisor for behavioral unit for high risk incarcerated youth. Provided direct services to high risk juvenile offenders incarcerated in the Bernalillo County Juvenile Detention Center, first as a Youth Program Officer I and then as a shift supervisor / Youth Program Officer II.       Primary area of focus was being the Project Manager responsible for Data on the State of New Mexico, Children, Youth and Families Department's (CYFD) Comprehensive Child Welfare Information System (CCWIS) Project. The project was in the Planning phase with a Request for Proposal (RFP) pending Federal Approval. The Department was actively engage in Design, Development, and Implementation readiness activities in preparation for a CCWIS solution vendor coming online. Current Project Manager on Data Inventory, Modeling, and Profiling activities for the Department's legacy case management system as well as defining Administration for Children and Families (ACF) mandatory data exchange requirements for CCWIS. Project Management efforts also included Data clean-up efforts that were being designed, developed and implemented to facilitate Data Conversion and Data Migration efforts further in the project.In addition to Project Management responsibilities, I was also responsible for developing and implementing a nascent Data Management Office within the CYFD Information Technology Division (ITD). Direct supervisor for two Full Time IT Data Analysts. Fully engaged in the support and development of these two employees as they advanced in building their skill sets in IT Data Analytics, IT Business Analytics, and Project Management. Show less Responsible for coordinating enterprise level reporting for multiple divisions within the Children, Youth and Families Department (CYFD) as well as being the point of contact for data and reporting with external agencies, State of New Mexico Legislature, and partner entities involved in Child Welfare, Juvenile Justice, and Children's Behavioral Health.Starting in 2018 and continuing to present, became a member of the Comprehensive Child Welfare Information System (CCWIS) Project Executive Leadership Team. In this capacity I was involved in all aspects of project management related to moving the project from Initiation to Planning phases. Was a contributing member of the team that put together scope, schedule and budget for the project. Presented information at State Department of Information Technology Project Certification Committee hearings as well as testified before the Legislative Finance Committee in regards to the project on multiple occasions. Partnered with the Administration for Children and Families (ACF) Children's Bureau (CB) and participated in the development and submission of multiple Advanced Planning Documents (APD). Actively participated in the development of a single source Cost Allocation Model (CAM) for the CCWIS project.Starting in 2019, CYFD integrated our CCWIS project into the State of New Mexico's Human Services Department's (HSD) Medicaid Management Information System (MMIS) project. This required integrating the CCWIS project's scope, schedule, and budget into the larger, HSD project. It also required the CCWIS and MMISR projects to be aligned as part of a Federal Multi-Op project that has multiple federal oversight agencies including the Centers for Medicare and Medicaid Systems (CMS), USDA Food and Nutrition Services (FNS), as well as ACF. Assumed an active role in the multi agency executive leadership team responsible for developing project strategy and submitting multiple integrated federal APD's as well as a Multi-Op CAM. Show less Manage the Management Analysts, Supervisory Staff, and Epidemiologist that comprise the State of New Mexico, Children Youth and Families Department (CYFD), Juvenile Justice Services (JJS) Data Bureau. This bureau is responsible for all JJS statewide data collection and reporting activities. One unit includes Business Analysts responsible for identification, design, and development of Juvenile Justice specific software modifications to the legacy case management system, coordinating the development of these modifications with IT Developers, testing the software for bugs and compliance, as well as training statewide users on modifications made to the system. Another unit within the Bureau specialized in mining data, conducting data analytics, producing reports, and briefing all levels of executive, internal and external to the agency. Show less Supervised the State of New Mexico, Children Youth and Families Department (CYFD), Juvenile Justice Services (JJS) Case Management Application Support Unit. This unit of Management Analysts provided application support for all field and facility service area users of the JJS case management application. This unit was also responsible with the identification of software modification needs and engaged in IT Business Analyst activities such as developing requirements, working with IT developers in the development of software modifications, user acceptance testing, regression testing, and training of end users on the use of the software. Show less Coordinate the statewide use of a Juvenile Justice Risk and Needs assessment tool, Structured Decision Making (SDM). SDM is a validated risk instrument that was developed by the National Council on Crime and Delinquency (NCCD) and tailored to the New Mexico Juvenile Justice population. Transformed the manual, paper based tool to an online application that was embedded within the Department's legacy case management system. Developed logic with IT developers that automated multiple elements of the Structured Decision Making tool in an effort at improving consistency of application at the State level. Show less
