      Confederation Bridge - The $1.3 Billion project involved approach road works and a 13 km precast, segmental, post-tensioned concrete bridge with a 100-year design life that crosses the Northumberland Strait. It is the longest bridge in the world over ice covered water. The approach bridges were erected using a twin-gantry launching truss, while the main span bridge was constructed using the balanced cantilever erection method. The HLV SVANEN, a Danish-built heavy lift catamaran, was used to place the large (7500 ton) precast bridge components.On-site senior quality assurance engineer for the developer and was responsible for implementing a quality assurance program to ISO-9000 standards. Working for the Developer JV, he was responsible for QA on the 1.3 km West Approach Bridge substructure and foundations and the 11 km main bridge erection and connections. Performed continual construction quality assurance oversight of the construction crews and quality control engineers to ensure the project specifications, drawings, material specifications, quality assurance procedures, approved work methods, and required quality inspections were being adhered to and the project requirements were being met. Performed quality sign-offs of the component 'Birth Certificates' for final acceptance prior to completion and opening. Show less

      INDOT Selects Parsons for Technical Oversight Team on East End P3 Contract for Ohio River Bridges Project. The Indiana Department of Transportation (INDOT) has selected Parsons to provide all technical oversight services, including design review, construction management, and construction engineering and inspection, for INDOT’s first public-private partnership (P3). The Ohio River Bridge Project is a $2.6 billion program consisting of two new crossings of the Ohio River between Indiana and Kentucky. Indiana is responsible for the East End Crossing, which will be delivered as a $1.0 billion P3 project that includes 8 miles of new-terrain highway, a major cable-stayed bridge over the Ohio River, and a 1,800-ft twin bore tunnel. On a previous contract, Parsons worked with INDOT to develop the P3 technical requirements for the procurement and assisted INDOT in delivering the procurement in less than 1 year, which is unprecedented for a P3 project. This strategic win for Parsons will be a 5-year contract to cover the final design and construction oversight of the East End Crossing, including final commissioning and opening to traffic. Parsons Construction Manager responsible for the entire construction oversight of the Design-Builder / Developer on the project. The majority of the project is a 35-year operation and maintenance contract.Hilliard is a member of the Project Management team and is responsible for construction oversight of the entire East End Crossing project. This includes both the Indiana and Kentucky Approach works, the Main Cable Stay Bridge, and the Twin Bored Tunnels. He leads a staff of 25 personnel made up of professionals from Parsons and 13 sub-consultants. The tunnels utilize the Sequential Excavation Method (drill and blast). The cable stay bridge is designed with a steel superstructure and precast concrete deck panels, with concrete towers and drilled shaft foundations. Show less Dukhan East Highway project in Doha. Parsons will be responsible for providing all construction supervision services for this 10 KM long, $1.1 billion highway project including five grade separated multi-level interchanges, 1.9 KM long U- Section underpass, an automated people mover (APM) tunnel, utilities, and 9 KM long Micro-tunnel. The project is located in Doha in the vicinity of the Education City development. This project was initially designed by the Parsons Doha office in 2009/2010, but the project delivery is now design-build. Conducted quality audits of the Design-Builder's staff and departments. Parsons will provide 44 construction supervision positions for the 36 months duration of the construction schedule. Wrote the Project Quality Plan and provided quality training and reporting for the project. Provided supervision to all structures personnel, reviewed the Design-Builder's Quality Plan, method statements, shop drawings, calculations, material submittals along with providing review to other discipline work.
