The lieutenant is the commander of the police department’s Patrol Division and Emergency Preparedness and provides leadership, management and motivation. The lieutenant is responsible for all patrol related functions of the police department, including the department’s community policing and problem solving initiatives, crime prevention and education programs, Student Assistants, and special event scheduling. Review and track all bills introduced and subsequent amendments to determine impact, if any, on POST programs and operations. Prepare formal bill analyses if required. Prepare recommendation on analyzed bills for the Commission's consideration. Communicate the Commission's position on the bills to the author, appropriate legislative committees, and other interested persons. As the PIO, develop and maintain liaison with news media and other interest groups. Be a resource for the sharing of information related to POST and the law enforcement programs and activities. ____________________________________________________________ Previously - Assigned to the Basic Training Unit, responsible to provide a top-bottom review of POST certified police academies in California.       The Bureau Chief (BC) for the Training Program Services Bureau works under the direction of the Assistant Executive Director of the Standards and Development Division. The BC plans, organizes, and directs the operation of the bureau. TPS typically works with subject matter experts to develop legislatively mandated training and guidelines and has oversight of specialized simulator training. Responsibilities include:• The Force Option Simulator (FOS) and Law Enforcement Driving Simulator (LEDS) at the 24 Regional Skills Training Centers, • Robert Presley Institute for Criminal Investigations (ICI), • Instructor Development Institute (IDI), • Academy Instructor Certification Course (AICC), • Development and publishing of guidelines; Motors Guidelines, Student Safety Guidelines, and Vehicle Pursuit Guidelines to name a few, • Quality Assessment Program (auditing courses), • Museum of Tolerance (MOT), • Law Enforcement Officers Killed or Assaulted (LEOKA), • and mental health training.TPS also oversees several grants including Environmental Protection Grant, Homeland Security Grant, Procedural Justice Funds, and the Memorial License Plate Funds. The essential functions include planning and directing the development of training standards, mandated course curricula, and implementing new programs such as the Procedural Justice/Implicit Bias training course. There is an emphasis on creating innovative forms of training delivery (such as hybrid courses), and updating guidelines for law enforcement operations mandated by the Legislature.
