  During my traineeship at EUROCONTROL CRDS I developed and tested an innovative software tool for the simulation of several different Route Charges scenarios suitable for adoption in a Functional Airspace Block (FAB).   My doctoral thesis tackles the issue of formalizing and analyzing alternative models for the assignment of Air Traffic Flow Management resources under the European ATM System. The final objective is to increase the efficiency of delays allocation, while guaranteeing fairness and letting individual airlines state their preferences in an easy, objective and measurable way.In particular mathematical programming models are analyzed, that extend the concept of ATFM slot currently adopted to the one of Target Window, as proposed in the CATS European project.
