Earned kudos from BellSouth for turning around poor software quality, proposed and sold new work, and tripled my organization, which I organized into teams for requirements, development, testing, and help desk. Began migration from C to C++ and was first to deploy a Bellcore product using C++.• Managed group of 12 direct reports that developed systems for reconfiguring private line circuits automatically from service orders or customer control. Won Bellcore Award of Excellence for this work.• Managed a start-up test group for testing two new broadband Element Management Systems for ATM and HFC (Hybrid Fiber-Coax) based on Telecommunications Management Network (TMN).• Managed 10-person group that developed a system used by Bellcore and its clients for telephony protocol testing. Modernized the system as a Solaris-based client/server application with a graphical user interface (GUI) communicating with real-time test heads. Won funding for new work packages.• Designed a state machine-based real-time stress test driver that demonstrated to a dubious telecommunications customer the ability of a Bellcore-developed network system to sustain required transaction rate.• Improved quality by introducing formal processes such as requirements reviews, design reviews and software inspections and tools for defect tracking, configuration management, and automated builds. Oct 2013 - Feb 2022Chief engineer• Product Management Support: For 11 years, provided Systems Engineering and Technical Assistance (SETA) and product management support for DoD’s Joint Enterprise Network Manager (JENM) in an Agile development environment. • Established relationships with a broad range of tactical radio vendors, including Rockwell Collins, Harris, and General Dynamics, to facilitate integration with JENM of their radios supporting SRW, SINCGARS, SATCOM, and MUOS.• Integration: Successfully led a nine-month development of interface between JENM and Communications-Electronics Research, Development and Engineering Center’s (CERDEC) SRW Real-Time Frequency Management (SRFM) system, culminating in a successful lab demo.• Over-the-Air Management: Served as JENM POC for all reviews for Enterprise Over-the-Air Management (eOTAM) from the initial kickoff in 2013 to the present. • Requirements: Reviewed JENM Software Requirements Specification (SRS) and rewrote numerous requirements for clarity and testability. • Processes: Created JENM Local CCB (LCCB) process and led all LCCBs 2015-2016. • Proposal Development: With second five-year JENM sub-contract ending, authored winning proposal that placed three Leidos employees on contract for continuing JENM support. •Business Development: Wrote numerous RFI and RFP responses, white papers, and served on multiple proposal teams.
