Under sponsorship of the Assistant Secretary of the Navy (Research, Development and Acquisition), the goals of the Navy’s OSA initiative are to acquire combat systems that incorporate open, standards-based solutions using transparent business practices. This will enable common, interoperable capabilities to be fielded more rapidly at reduced cost and allow more effective insertion of new technologies throughout the service life of the system. IBM coordinated the OAET’s activities with a broad range of organizations including the DoN CIO, Software Engineering Institute, DoD Open Systems Joint Task Force and the Naval Postgraduate School. Performed OA reviews of and consultative assists with a number of Navy acquisition programs having several large scale software development efforts. Examined issues related to software reuse, operational testing and evaluation, commercial-off-the-shelf (COTS) software and open source software. Led development of the “Department of Defense Open Systems Architecture (OSA) Contract Guidebook for Program Managers” that provides sample contract language for systems acquisitions designed to capture the benefits of an open architecture and an open business model including increasing opportunities for competition and improving access to third party innovation. Assumed full Program Manager responsibilities for former Unisys Federal’s support of the Department of Homeland Security (DHS) Transportation Security Administration’s (TSA’s) Security Technology Integrated Program (STIP). STIP supports security operations at airports throughout the United States, including the exchange of information between security equipment and individuals, organizations, and systems used as part of the TSA passenger screening process. Managed a team of eighteen supporting STIP Application Suite portfolio operation and maintenance and development of system enhancements using Agile and ITIL frameworks. SAIC provided Tier 3 support for STIP while averaging four major software releases per year. Our team was integral in transitioning the STIP Applications Suite from DHS Data Center 2 to Data Center 1 without any interruption in service. Successfully completed significant upgrades to the infrastructure underlying the STIP applications including modernization of databases and analytical software packages.Concurrently served (until 8/2021) as Project Manager for SAIC’s Team under a Small Business Prime Contractor delivering services as part of the Federal Emergency Management Agency (FEMA) Center for Domestic Preparedness (CDP) Information Office Support Services contract.
