      I served as a project engineer responsible for preparing site plans for large-scale land developments, such as residential subdivisions, educational facilities, master drainage and utility plans, and roadway improvement projects throughout central Virginia and the Washington, DC metropolitan area. I worked on all aspects of site design: survey, inspections, construction administration, stormwater management, road design, traffic impact analysis studies, erosion and sediment control, landscaping, waterline and sanitary sewer system design, and site grading.       My primary responsibilities were managing city infrastructure projects and performing site plan review. Project management duties included communication with the public, engineering design, obtaining temporary construction easements from property owners, preparing cost estimates and bid documents, contract negotiations, construction management, and field inspections. These capital improvement projects generally incorporated sidewalks, curb and gutter, “complete streets” stormwater quality features, traffic calming measures, bike lanes, trails, and drainage improvements. Site plan review duties involved checking all public and private land development plans for engineering feasibility to local, state and federal standards, including stormwater management and erosion/sediment control. Other miscellaneous responsibilities have included administration of our annual BMP inspection program, reviewing building permits, coordination with other city departments (Public Utilities, Public Works, Parks and Recreation), development of city code and construction standards, floodplain management, bridge maintenance, assistance with the implementation of a stormwater utility fee program, discussions of policies related to the EPA’s Chesapeake Bay TMDL requirements, and community outreach and education.       While living at the American Academy in Rome, I have been volunteering in the Rome Sustainable Food Project, which provides the community with seasonal nutritious food. The kitchen sources fresh organic fruit, vegetables, meats, and cheeses from local farmers and suppliers. In addition, the program maintains on site a garden that provides additional fresh produce for the meals served here.       My role was to manage land development projects in all stages, from initial diligence to determine feasibility of potential new projects, to the design and processing of plans, and into construction. Diligence tasks included reviewing property records, local zoning laws, site features and topography, environmental risks, and geotechnical findings in order to evaluate land use possibilities and to estimate development costs. I managed engineering firms and other consultants to prepare site plans, which I would quality check. I responded to questions from builders and contractors during construction. A noteworthy project is South Lake in Bowie, Maryland, a mixed use development: I oversaw the design and construction of the main site infrastructure and in the residential sections, which total 1,360 dwelling units.
